Responsibilities
  • Assist the General Counsel in providing legal services and guiding the operations of juvenile services, programs, and facilities for the Juvenile Department.
  • Provide high-level legal consultation, advice, and representation to Juvenile Department staff and the Juvenile Board in conjunction with the Civil District Attorney’s Office.
  • Provide legal services and representation for legislative and contractual issues affecting the Juvenile Department.
  • Confer with and advise the Juvenile Department Director and Juvenile Board, attend meetings, and participate in closed sessions of the Juvenile Board.
  • Review and approve Juvenile Board-related materials.
  • Resolve complex legal issues involving the Juvenile Department, defense attorneys, other agencies, and staff, and determine appropriate legal action.
  • Support the General Counsel by establishing department policies, procedures, specifications, terms and conditions, and performance standards for selecting and evaluating supply vendors, contractors, and subcontractors.
  • Work with vendors, departments, and other parties to resolve issues, concerns, and discrepancies.
  • Confer with, train, and consult county administrative personnel and juvenile staff on legal issues and topics including the code of ethics, the Prison Rape Elimination Act, the family code, and legal liabilities.
  • Modify operational strategies, policies, and tactics; formulate responses to changing internal and external conditions; and develop tactical plans and long-range goals and objectives.
  • Evaluate assigned cases, conduct legal research, and gather and prepare evidence and exhibits.
  • File responsive pleadings and make court appearances in surrounding counties related to subpoenas for juvenile records on behalf of the Juvenile Department.
  • Formulate legal opinions and responses and represent the department in negotiations and mediation.
  • Maintain effective communication with staff, the Juvenile Board, elected officials, county staff, members of the Texas Legislature, and the Dallas Congressional Delegation.
  • Compile data for the department’s legislative efforts, review proposed legislation, and recommend the Juvenile Department’s position.
  • Organize and present relevant criminal justice and state legislation to advisory boards, the Juvenile Board, and Commissioners.
  • Coordinate with the District Attorney’s Office on legal issues involving the Juvenile Department.
