Requirements
  • B.S. Civil Engineering degree or higher
  • Minimum of five years of experience in civil or transportation engineering
  • Successful completion of a Bachelor of Science or Master of Science degree in Engineering or a related field from an accredited university or college (or an acceptable combination of education/training)
  • U.S. Citizenship is required
  • Proficiency with Microsoft Office Products (Word, Excel, PowerPoint, Publisher) and Adobe Acrobat
  • Ability to interact and communicate with clients at all levels (internal and external) and to read, analyze, and interpret technical reports, financial reports, legal documents
  • Ability to initiate, develop and maintain mutually beneficial client relationships
  • Ability to write scopes of work, budget estimates, schedules, reports of findings, proposals, and other technical documents
  • Excellent oral and written communication skills; ability to present information to management, clients, and boards
  • Must be able to understand and communicate in both Spanish and English in the specialized field of Transportation Engineering
  • Ability to travel as required (some out-of-area and overnight domestic and/or international travel)
  • Ability to lift and carry up to 50 pounds
  • All staff must be eligible for security-related clearances including Facility Access Authorization
  • Knowledge of Federal Transit Administration requirements and familiarity with grant management processes and procurement would be helpful
  • Experience with grant receipt and funding tracking, grants policy and regulations, and grant administration
  • Familiarity with field/office coordination for geotechnical and other support; experience with inspections and construction oversight
Responsibilities
  • Actively engage in program-related meetings and provide alternative approaches to solutions
  • Conduct onsite inspections and identify fleet management best practices
  • Coordinate geotechnical and other support to produce client reports in timely manner
  • Demonstrate initiative and independence in prioritizing and completing work accurately and on time
  • Ensure safety features and procedures are followed during projects
  • Evaluate and review design and field engineering changes during construction for quality and adherence to specifications
  • Perform field investigations to determine causes of construction defects or structural failures
  • Develop and provide support for best practices and innovative solutions to improve capacity, cost, and quality
  • Assist in developing construction bid plans, documents, roadway design reports, cost estimates, and design specifications; coordinate with clients
  • Ensure compliance with land use laws and regulations
  • Provide technical guidance and training to junior staff and review their work
  • Meet due dates and provide timely updates to management and clients
  • Provide operations support during monitoring visits and conduct analyses of complex problems as directed
  • Perform forensic engineering assignments within civil/structural engineering; write forensic reports and provide expert testimony if needed
  • Provide pre-award and post-award support including site visits and inspection coordination
  • Produce written forensic reports detailing causes/origins of defects or failures
  • Provide grants management guidance and assistance; support recipients in understanding FTA objectives and requirements
  • Provide ongoing engineering support for rail, ferry, and bus services to Puerto Rico FTA Office
  • Communicate with recipients via meetings, calls, and clear written communications
  • Provide technical capacity and capability reviews of recipients' management and project definition data
  • Review and evaluate recipients' Fleet Management Plans and Safety and Security Management projects
  • Prepare and deliver clear, well-organized reports, memos, and presentations
  • Support DOT FTA Region IV operations across multiple states and territories
Desired Qualifications
  • B.S. Civil Engineering degree or higher
  • Minimum of five years of experience in civil or transportation engineering

  • U.S. Citizenship
  • Project management and grants management experience would be beneficial
  • Experience with Federal Transit Administration grant programs and compliance experience
  • Experience with rail, ferry, and bus systems engineering and operations
  • Ability to obtain and maintain security clearance and facility access authorization
  • Bilingual in Spanish and English in transportation engineering context
  • Strong analytical, organizational, and time management skills
