Critics renew concern over Quebec data centre project as U.S. developer cancels open house.

Critics renew concern over Quebec data centre project as U.S. developer cancels open house. Keel Infrastructure cancelled a public open house as Sherbrooke, Que., considers temporary freeze on project. Isaac Olson · CBC News · Posted: Oct 29, 2026 12:42 PM PDT | Last Updated: 3 hours ago Estimated 5 minutes A U.S.-backed developer planning a data centre project in Sherbrooke, Que., abruptly cancelled a public open house this week - prompting more criticism from skeptical residents demanding transparency. It comes just two days after the city's mayor announced plans to temporarily freeze all such data centre developments and marks the latest speed bump in the controversial 96-megawatt data centre project. Keel Infrastructure, which plans to build the data centre on Industriel Boulevard, said in a statement that the open house, which was scheduled to take place at the Grand Times Hotel, had been postponed because of an unforeseen issue with the venue. It said another location couldn't be found quickly. The company apologized in the statement and said it was looking to identify a new date in November for an open house. But a protest planned for the open house went ahead despite the cancellation, with dozens of opponents demanding more information. Opponents remain skeptical. Jason Roy, a member of the citizens' group Sherbrooke Refuse, said he doesn't necessarily see the cancellation as an outright win for those opposed to the data centre. "It's a situation where we want Keel to inform people," he said, noting his group planned to attend the event, help inform residents and ask questions of its own. "It's unfortunate that Keel had to cancel because it would have been an interesting opportunity for people to ask them questions directly." Roy, who helped organize a petition against the project that has gathered more than 4,500 signatures, criticized both Keel and the city for a lack of transparency. He noted the open house would have been the first time the company made itself available to the broader public. Jason Roy, a member of the citizens' group Sherbrooke Refuse, said Keel Infrastructure's decision to cancel an open house means residents missed a chance to ask questions. (Julia Page/CBC) He's also skeptical of Mayor Marie-Claude Bibeau's Monday announcement - that she would propose an interim control bylaw, freezing data centre development - noting it falls short of an outright moratorium. Roy pointed out that the city had repeatedly told residents for three months that no such project existed. Opponents such as Roy are concerned about the project's environmental impact and noise. They want environmental studies and public debate, and are questioning the decision to allow a U.S.-backed company to build a massive data centre in their backyard. Roy, who works in the tech industry, has also raised concerns about digital sovereignty. He said the situation might be different if a Quebec or Canadian company were behind the project - rather than a foreign business generating revenue from it. He said the city is cherry-picking the project's supposed benefits, dismissing specific concerns and ignoring the bigger picture. Potential financial stakes. In August, the city council approved the conditional sale of land on Industriel Boulevard to the company. Bibeau has pointed to the financial stakes involved. Electricity sales through Hydro-Sherbrooke generate about $18 million in annual revenue for the city, an amount equivalent to a seven per cent tax increase for local ratepayers. "Obviously this is very interesting financially for the residents of Sherbrooke," Bibeau said previously. Mayor Marie-Claude Bibeau has said the proposed data centre is financially interesting for Sherbrooke, Que. (Julia Page/CBC) In an interview Wednesday, she said businesses are encouraged to make presentations to the community to help gain social acceptability, but a separate public consultation would be held later. She said Monday's proposal to suspend activities in the zone - the interim control bylaw - will be voted on next month. If approved, it would give officials time to clarify "what we intend to do in terms of data centres," she said, and refine the city's criteria for assessing proposals. "It's, generally speaking, let's update our knowledge on this topic," the mayor said. She said the city has not yet received the project proposal, but would be ready when it does, provided Quebec approves the energy use, she added. 'We don't have the project in our hands yet,' says mayor. Bibeau said some of the information on the project available to the city includes plans for an internal, closed-circuit cooling system using distilled water and glycol to minimize drinking water waste. "Next step, if it comes, we will go way deeper with our questions," she said, noting the city is prepared to hire external experts for independent assessments. "I understand some people are very anxious and they would like us to make a decision quickly, but make a decision on what? We don't have the project in our hands yet." Fernanda Luz, a city councillor for the Carrefour district and a member of the Sherbrooke Citoyen party, is among the elected officials who have raised red flags about the emergence of these energy-intensive technological projects. "The mayor positioned herself positively, she viewed it favorably. Then, she said there was no project anymore, and now she is leading the moratorium file. This way of doing things is difficult to follow," she said on Monday, though she called the proposed interim control bylaw a "victory." Journalist Isaac Olson is a journalist with CBC Montreal. Developers propose data center in Scrubgrass Township, Venango County. September 23, 2026 Last Updated: September 22, 2026 10:15 PM Local News Alex Brammer, executive vice president of operations at Keel Infrastructure, presents on the community impact the company's investments brought to other areas at Clintonville Fire Hall Tuesday, Sept. 22, 2026. Keel Infrastructure is proposing a data center at a waste coal power plant in Scrubgrass Township, Venango County. Sol McCormick/Butler Eagle CLINTONVILLE, Venango County - As Keel Infrastructure looks to build a gigawatt-scale data center at the former site of a waste coal power plant, its first interaction with the community on the project was generally met with distrust. However, according to executive vice president of operations Alex Brammer, that distrust was expected and warranted. "We realize that we are starting off at zero trust and we get that. Some of that is our fault and some of that is the data center industry's fault... I'm not asking you to trust us right now. I'm asking you to just listen to me," he said. Keel Infrastructure hosted its first round of community engagement sessions with Venango County residents Tuesday, Sept. 22. The sessions are planned as the first step toward building inroads with the community while the company looks to convert their Scrubgrass site into a data center. KEEL stock holds support as traders map next move.

KEEL stock holds support as traders map next move. TIM BOHEN - UPDATED AUG. 25, 2026, 12:35 PM ET Keel Infrastructure Corp. stocks have been trading up by 7.07 percent after winning a landmark national rail-modernization contract. Key takeaways. * KEEL has pulled back from early August highs near $4.30 and is now trading in the mid-$3s, showing a clear consolidation range. * Intraday KEEL action around $3.48 shows tight trading, signaling a battle between short-term buyers and sellers. * Keel Infrastructure Corp. reported about $229.3M in revenue but remains unprofitable, with negative margins and cash burn. * KEEL holds roughly $715.5M in cash against about $1.02B in long-term debt, giving the company runway but with leverage to watch. * Traders are watching whether KEEL can turn its strong cash position into improving earnings and a sustained price trend. Live Update At 12:34:55 EDT: On Tuesday, August 25, 2026 Keel Infrastructure Corp. stock [NASDAQ: KEEL] is trending up by 7.07%! Discover the key drivers behind this movement as well as its expert analysis in the detailed breakdown below. Quick financial overview. Keel Infrastructure Corp., trading under the KEEL ticker, is a classic early-stage growth story that has not yet turned the corner on profits. The company posted roughly $229.3M in revenue over the trailing period, and revenue growth has been solid over three and five years. But the problem for KEEL is profitability. The latest numbers show a pretax profit margin around -71.5%, with return on equity near -30.2% and return on assets about -20.3%. That is a deep red ink profile. Despite the losses, KEEL is not strapped for cash. The balance sheet lists about $715.5M in cash and short-term investments against total assets of $1.42B. Long-term debt sits near $1.02B, which pushes leverage higher but also reflects an asset-heavy infrastructure model. Cash flow from operations is negative, and free cash flow was about -$96.0M in the latest quarter, so the company is still financing its build-out. For traders, KEEL looks like a leveraged growth name: rich on cash, heavy on debt, and still far from earnings breakeven, which tends to create volatility and strong trend moves when sentiment shifts. Why traders are watching KEEL price action. On the chart, KEEL has already given active traders a full mini-cycle this month. In early August, Keel Infrastructure Corp. pushed up toward the $4.30 area, then rolled over and started a steady pullback. The stock has since faded into the mid-$3s, closing around $3.48 on the latest trading day. That puts KEEL roughly 18% off recent highs, but still well above the late-July close near $3.97, showing a grinding consolidation rather than a full breakdown. The daily candles tell a story of failed breakout and digestion. KEEL ripped through $4 in early August, tagged the mid-$4s intraday, then saw heavy selling push it back below that psychological level. Since then, each bounce has stalled in the high $3s or low $4s, while dips toward $3.20-$3.25 have attracted buyers. That builds a tradable range for short-term KEEL trading: support in the low $3s, resistance near $3.80-$4. Zoom into the intraday 5-minute chart and you see KEEL grinding higher in small steps. The stock opened near $3.30, shook out down to about $3.27 early, then trended up all morning with higher lows, finishing the midday window around $3.48-$3.50. The range is tight, with most candles showing only a few cents of movement. For day traders, that kind of controlled grind often precedes a bigger push once volume kicks in. If KEEL can hold above the $3.40s and reclaim the $3.60-$3.70 zone, momentum traders will start eyeing that $4 level again. A break back under $3.30, on the other hand, would signal the consolidation is failing and reward short sellers who have been leaning on the name. Conclusion. For active traders, KEEL is a classic "numbers vs. narrative" setup. The numbers show a company with negative earnings, weak margins, and meaningful cash burn. Return on capital is deeply negative, and free cash flow is still firmly below zero. At the same time, Keel Infrastructure Corp. has a sizable cash pile, significant assets, and a business that is clearly still in build-out mode. That mix is why KEEL trades more like a momentum vehicle than a sleepy value name. On the technical side, KEEL is stuck between its early-August highs and the low-$3 support zone. Range traders can look to play the swings inside that band, while breakout-style traders may prefer to wait for a clean move above $4 or a sharp crack below $3.20. In this type of name, risk management matters more than predictions. As Tim Sykes likes to hammer home, "The market doesn't care about your opinion, only your preparation and your discipline." As Tim Bohen, lead trainer with StocksToTrade says, "The best trades are the ones you can make without emotion. Plan it, then execute it as if it's routine." For KEEL, that means knowing your levels, respecting your stops, and staying flexible as the story develops. This analysis is for educational and research purposes only, but the lesson is clear: treat KEEL as a trading vehicle, not a hope trade, and let the price action and the hard numbers guide your plan. Pennsylvania data center rules will not delay KEEL's Panther Creek or Sharon projects

KEEL, formerly Bitfarms, said Pennsylvania's new data center development rules will not delay permitting for its Panther Creek and Sharon projects. Governor Josh Shapiro signed Executive Order 2026-05 on 18 August, requiring data centers above 25 MW to execute agreements covering energy affordability, community engagement, workforce development and environmental protection before the state begins permit reviews. CEO Ben Gagnon said KEEL's development model already meets the state's requirements. The company pays interconnection and network-upgrade costs, engages municipalities before filing permits, and plans to use closed-loop cooling. KEEL expects the projects to create hundreds of construction and operations jobs. The order responds to over 100 proposed Pennsylvania data center facilities in the development queue.

KEEL COO buys $100K in shares as stock slips for fourth week amid AI pivot concerns

Keel Infrastructure Corp. shares rose 0.30% in overnight trading after COO Liam Daniel Wilson purchased 30,769 shares at $3.25 per share, totalling approximately $107,691. This marks Wilson's second insider purchase this week, following an earlier buy of 26,472 shares at $3.78. The stock is heading for a fourth consecutive weekly decline after disappointing Q2 results showed revenues falling 50% year-over-year to $30.4 million and a widened net loss of $65 million. The company attributed the decline to lower Bitcoin prices and the closure of its Moses Lake mining operations in April. Despite recent weakness, management expressed confidence in ongoing lease negotiations across three priority sites in Washington and Pennsylvania.
