Requirements
  • A bachelor's degree from an accredited university or college is required.
  • Twelve years of federal contracting experience are required.
  • An active Top Secret clearance is required.
Responsibilities
  • Advise customers on acquisition-related roles and assist with developing and implementing strategies to ensure supplies and services meet mission requirements.
  • Collect and analyze market information from government, non-government, and prospective offeror sources, and identify potential acquisition sources.
  • Advise customers on competitive options based on business strategies, market environments, acquisition goals, and Federal Acquisition Regulation requirements, including whether to limit competition for socioeconomic concerns.
  • Review and provide business advice on requirements documents and related procurement request elements.
  • Determine whether and how to provide for recurring requirements.
  • Develop and maintain project plans, manage resources, and follow through to ensure timely completion of project activities and results.
  • Select and implement methods for publicizing proposed procurements using systems such as GSA E-Buy, Governmentwide Acquisition Contracts, Federal Procurement Data System–Next Generation, SAM.gov, and NASA SEWP.
  • Prepare written solicitations with appropriate provisions and clauses in formats suitable for the acquisition method and market.
  • Receive, safeguard, open, track, and assess quotations and proposals for compliance with minimum solicitation requirements, and identify submissions that should receive no further consideration.
  • Identify opportunities for small businesses and other preference programs to participate in solicitations and strategize with program officials to encourage participation.
  • Prepare and validate contract files.
  • Apply policies and procedures for task and delivery order contracts and basic ordering agreements.
  • Apply remedies to protect government rights under commercial item contracts and simplified acquisitions.
  • Review invoices and determine whether to authorize payment in full, in part, or not at all.
  • Perform contract closeout and archive records as appropriate.
Desired Qualifications
  • FAC-C Level II or DAWIA Level II certification is preferred.
