Requirements
- A B.S. in Medical Technology or a related field is required.
- Fifteen years of blood banking or comprehensive laboratory experience, including five years of progressive leadership experience, is required.
- Demonstrated experience leading multi-site, multi-state laboratory operations in highly regulated CLIA and/or current good manufacturing practice environments is required.
- Direct experience working with the Food and Drug Administration, Clinical Laboratory Improvement Amendments, and state Departments of Health is required.
- A proven track record leading regulatory inspections, responding to findings, and developing, implementing, and sustaining corrective and preventive actions to closure is required.
- Strong knowledge of Food and Drug Administration good manufacturing practice compliance and quality, Clinical Laboratory Improvement Amendments, and state Department of Health laboratory requirements is required.
- Strong knowledge of Food and Drug Administration regulations and guidance as applied to blood establishments is required.
- Expert-level understanding of regulatory inspection processes, compliance governance, and enforcement risk management is required.
- Expert skill interpreting federal, state, local, and international regulations, standards, technical specifications, and professional guidelines as they apply to products and services is required.
- Demonstrated operations and process leadership experience across multiple functional areas, with a history of successful strategic planning and execution, is required.
- The ability to lead in a matrix structure to achieve business goals and experience developing and operating a capital budget are required.
- The ability to identify and resolve technical, operational, and organizational challenges collaboratively is required.
- The ability to identify and implement innovative solutions is required.
- A proven history of attracting and developing talent within and outside the direct team, and the ability to communicate clearly and effectively to direct and motivate teams and others, are required.
Responsibilities
- Serve as the enterprise executive leader for all laboratory operations across NYBCe and its divisions, overseeing multi-state operations.
- Identify growth opportunities, productivity enhancements, consolidation and streamlining opportunities, and sustainability drivers.
- Develop and implement the strategic plan for the laboratories, drive innovation and emerging technology adoption, automate processes, develop scalable laboratory solutions, and serve as an expert and industry influencer in transfusion medicine and laboratory sciences.
- Oversee day-to-day operations, implement business plans, manage the department’s profit and loss, develop budgets and financial plans, and foster a high-performance, customer-oriented culture.
- Maintain relationships and direct interactions with hospital and laboratory customers to develop partnerships, address concerns, and ensure service expectations are met.
- Oversee all NYBCe laboratories and ensure efficient production, technical excellence, and quality and regulatory-compliant laboratory services.
- Provide strategic vision and executive leadership for Enterprise Laboratory Operations by developing and executing an integrated, multi-state laboratory strategy.
- Provide leadership and guidance to divisional laboratory leadership staff and promote continuous improvement.
- Develop enterprise laboratory and informatics roadmaps, identify process, data, and technology requirements, align systems and platforms across laboratories, and define milestones for operational, financial, and customer outcomes.
- Explore new technologies and methodologies to enhance testing and manufacturing capabilities and efficiencies.
- Ensure laboratory operations, practices, policies, and procedures comply with regulatory and accreditation standards, including FACT, ASHI, and AABB.
- Monitor regulatory changes and industry standards and foster compliance with applicable regulations and guidelines.
- Support FDA, CLIA, FACT, and state Department of Health inspections, audits, and regulatory engagements across the enterprise.
- Support enterprise-wide inspection readiness and compliance governance, including internal audits, mock inspections, regulatory training, and risk mitigation.
- Support educational programs and develop educational materials on testing and laboratory operations.
- Develop and execute customer engagement and partnership plans and enterprise laboratory pricing strategies with senior leadership, the COO, and CFO.
- Develop enterprise-wide key performance indicator metrics for customer experience, laboratory effectiveness, and efficiency.
- Ensure collaboration between Laboratory Operations and other departments to optimize customer engagement and customer experience.
- Develop and monitor budgets, meet financial targets, identify cost-saving opportunities, and implement efficient processes.
- Lead enterprise laboratory workforce planning, talent development, succession planning, and leadership development.
- Lead quality management initiatives and implement a vision for high-quality products and services.
- Drive engagement and a unified laboratory culture across staff.
- Recommend improvements to organizational processes and practices.
- Own enterprise-wide laboratory business continuity and disaster recovery planning, including development, testing, and continuous improvement.
- Represent NYBCe in conferences, seminars, and national organizations as a laboratory and regulatory leader.
- Travel domestically up to 25%.
Desired Qualifications
- An advanced degree such as an MBA, PhD, or MD is a plus.
- Previous experience leading New York State Department of Health-permitted laboratories subject to CLEP standards is a plus.
- Working knowledge of collective bargaining agreements is a plus.
- New York State laboratory technologist license is preferred.
- Medical Technologist certification from the American Society for Clinical Pathology is preferred.
