Requirements
  • Ability to analyze and synthesize large amounts of information into coherent and cogent materials for Bureau leadership.
  • Superior research, writing, and briefing skills.
  • Top Secret clearance is required.
  • Must be able to pass a background check, with additional background checks potentially required by projects or clients.
  • Exceptional interpersonal skills and the ability to communicate clearly, professionally, and articulately.
  • Excellent organizational, analytical, and problem-solving skills with high-level attention to detail.

Responsibilities
  • Provide policy and technical guidance to MNL’s Tech for Good Team.
  • Manage strategic engagements and support public diplomacy efforts.
  • Track issues, initiatives, and policy developments related to Internet freedom, emerging technology, and the protection of human rights online.
  • Raise awareness of relevant trends and developments through engagement with Department offices, embassies abroad, the interagency, civil society, think tanks, and industry, and contribute to relevant reports.
  • Provide policy and technical guidance on human-rights considerations surrounding technology, including export controls, commercially available spyware, and other surveillance issues.
  • Monitor and analyze developments; provide expert analysis and policy guidance; coordinate within the Department and interagency to seek policy alignment; cultivate relationships with external experts; and identify impactful ways to advance U.S. leadership.
  • Contribute to team policies and diplomatic engagement concerning export controls and emerging technology, including human-rights considerations around surveillance and commercial spyware.
  • Foster and collaborate with a network of contacts and experts in foreign governments, academia, civil society, the private sector, and the interagency.
  • Participate in and represent the client at human-rights, business, and technology forums, including RightsCon, the Internet Governance Forum, and the United Nations Forum on Business and Human Rights.
  • Brief Bureau leadership and prepare materials for engagements on the relevant issues.
  • Draft public communications, including speeches, articulating policy.
  • Perform other duties as assigned.
  • Travel for business or professional-development purposes as requested.
