Requirements
  • At least 10 years of work experience associated with the Department of Defense.
  • A Bachelor's degree in engineering, scientific, technical, or management studies.
  • Knowledge of Department of Defense organization, Combatant Commands, and Components.
  • Knowledge of Combatant Command operational planning and execution, forward operating base development and operations, theater fuel flows and energy-demand sources, and logistics and supply systems for developing options to reduce theater energy demands.
  • Ability to obtain and maintain an active Secret personnel security clearance.
  • Ability to develop and coordinate concepts and requirements and apply current and emerging energy technologies.
  • Ability to travel within the continental United States and the USEUCOM area during contract performance.
  • Proficiency with business tools and technology, including Microsoft Office, Excel, Access, Outlook, PowerPoint, Word, Adobe Acrobat, data analytic tools, and Visio.
Responsibilities
  • Identify operational-energy-related risks in USEUCOM campaigns and operational plans and coordinate mitigation measures through deliberate planning, assessments, policies, agreements, and programmatic solutions.
  • Identify opportunities to diversify energy supply across the joint force and coordinate measures to reduce operational-energy risks and improve energy resiliency.
  • Improve energy supportability for theater campaigns and major operations by incorporating operational energy analysis into campaign planning and the Joint Operational Planning Process.
  • Recommend USEUCOM advocacy for service-driven planning, programming, and force modernization to increase joint-force warfighting capability and enhance current-force mission effectiveness.
  • Provide strategic planning, programming, and functional expertise to identify objectives, assess needs and capability, develop options for closing gaps, and exploit opportunities to improve Department of Defense energy performance.
  • Synchronize operational-energy efforts at Headquarters USEUCOM and assist with implementing the Department of Defense Operational Energy Strategy.
  • Travel to meetings, conferences, training, and off-site training locations as required.
Desired Qualifications
  • At least four years of experience working with the Office of the Secretary of Defense, Joint Staff, Combatant Commands, and Components, in addition to the stated experience requirement.
  • A Master's degree in engineering, scientific, technical, or management studies.
  • Military background.
  • At least 12 months of experience on a Combatant Command staff or 12 months forward deployed in a combat planning or combat service support position.
  • Proficiency in producing analytical products, directives, meeting minutes, reporting documentation, or other materials needed to manage a Combatant Command-level operational energy program.
  • Top Secret clearance.
