Summary
The Drug & Alcohol Manager is responsible for the regulatory oversight, administration, implementation, and operation of Allegiant’s Federal Aviation Administration (FAA) regulated Drug Abatement Program. The position ensures compliance with DOT testing standards for pre-employment testing, random testing, post-accident testing and return to duty testing. The position coordinates vendor oversight, and maintains testing capabilities across the Allegiant system. The position also acts as the Designated Employer Representative (DER), which requires the position to be on-call to provide guidance to operations personnel as circumstances arise. The Drug and Alcohol Manager reports to the Director of Regulatory Compliance - Operations .

Combination of Education and Experience will be considered. Must be authorized to work in the US as defined by the Immigration Act of 1986. Must pass a Criminal Background Check.

Years of Experience:
•Minimum five (5) years of experience in a DOT regulated industry (aviation preferred).
•Minimum three (3) years of experience administering a regulated drug and alcohol testing program.
•Minimum one (1) year of experience acting as a Designated Employer Representative for a large safety sensitive workforce employer (1000+ employees).
•Minimum one (1) year of experience in managing suppliers of drug and alcohol testing services such as labs, MRO’s, or collectors.
•Extensive knowledge of and experience with FAA regulated Drug Abatement Programs.
•Extensive knowledge and application of 49 CFR Part 40 and 14 CFR Part 120 drug and alcohol program testing requirements.
•Experience with 14 CFR Part 111 Pilot Record Database use/record requirements.
•Experience acting as a Designated Employee Representative (DER) for a large safety sensitive workforce employer.
•Experience interacting with Federal Aviation Administration regulators and other government agencies who may interact with the Drug and Alcohol Program.
•Experience interacting with senior and executive level management in matters regarding the administration of a Drug and Alcohol testing program.
•Experience with project management and analytics.

Job Duties
•Responsible for the day-to-day operations and continual compliance of Allegiant’s FAA regulated Drug and Alcohol Program.
•Responsible for acting as the Company point of contact with the FAA on all Drug and Alcohol Program issues.
•Responsible for developing and delivering continuous improvement initiatives for the Drug and Alcohol program.
•Responsible for investigating and resolving drug and/or alcohol testing issues, making notifications to all levels of Company management, and overseeing testing database management.
•Responsible for all regulatory reporting requirements and facilitation of all previous employment verification for DOT (Department of Transportation) checks for covered positions.
•Responsible for participating in administrative staff meetings and attending other seminars.
•Responsible for the proper regulatory tracking and recordkeeping of all Drug and Alcohol Program testing results.
•Responsible for maintaining availability to company personnel for the purpose of resolving all drug and/or alcohol related issues as they arise.
•Responsible for the ownership and accuracy of department manuals and the communication of changes to stakeholders (internal/external).
•Responsible for the maintenance of the FAA accepted Company Drug and Alcohol Policy (DAP).
•Responsible for the development and implementation of a Company-wide return to duty testing program.
•Responsible for ensuring compliance and partnership with industry related substance abuse treatment programs (i.e. – HIMS, FADAP, etc.).
•Responsible for the oversight and administration of Company (non-DOT) drug and alcohol programs.
•Responsible for maintaining an on-call status during off duty hours for drug and alcohol testing related events and investigations.
•Responsible for oversight of program contracts with external stakeholders and third party administrators.
•Responsible for acting as the Company point of contact with the bi-annual FAA Drug and Alcohol Program audit.
•Responsible for the completion and accuracy of all FAA regulated Drug and Alcohol Program MIS annual reports.
•Responsible for the coordination and compliance of all pre-employment, random, post-accident, and reasonable suspicion Drug and Alcohol testing.
•Responsible for the on-going compliance analysis of the FAA Drug Abatement Program.
•Responsible for attending related industry meetings, seminars, and training as needed.
•Responsible for managing the work assignments of the Drug and Alcohol Program Specialists to include goal setting, training, monitoring, coaching, performance evaluations, and addressing job performance concerns.
•Responsible for conducting scheduled audits of Company vendors and associated Drug and Alcohol Programs to ensure continual compliance with DOT/FAA regulations.
•Responsible for preparing reports, documents and procedures as needed for all FAA regulatory audits and/or requests.
•Responsible for compiling and presenting data as needed/requested for internal audits.
•Responsible for the maintenance and accuracy of all regulated training required by 14 CFR Part 120.
•Responsible for ensuring that direct reports understand and apply the Allegiant Customer Commitment and customer service standards to their daily responsibilities as appropriate.
•Responsible for modeling Allegiant’s customer service standards in personal actions and when providing leadership direction.
