Requirements
  • Graduation with a Bachelor's degree from a college with federally authorized accreditation or registration by New York State and seven years of full-time paid experience in a health, education, or social service agency, including five years in an administrative or supervisory capacity.
  • Graduation with a Bachelor's degree from a college with federally authorized accreditation or registration by New York State and seven years of responsible full-time paid experience in an administrative or management position involving planning, directing, and coordinating the work of a substantial staff across several units or separate functions.
  • Each year of experience as a Chief Executive Officer of a public social services department of a public social services district within the six years immediately preceding appointment is equivalent to two years of the prescribed experience.
  • Post-graduate training in social work, public administration, hospital administration, educational administration, or business administration from a college with federally authorized accreditation or registration by New York State is equivalent, year for year up to two years, to the prescribed experience; such training cannot substitute for the required administrative or supervisory experience.
  • Appointment requires approval by the State Commissioner of Social Services and is made by the County Executive with confirmation by the Legislature for a five-year term.
Responsibilities
  • Develop, implement, and enforce policies and procedures for the administration of all departmental operations.
  • Plan, organize, direct, coordinate, and supervise all departmental programs and services.
  • Coordinate departmental financial planning, including budget preparation, fiscal control, and required reporting to the County Legislature and the State.
  • Coordinate development and administration of a comprehensive staff development program, including in-service training and other educational resources.
  • Formulate and implement performance standards to measure program, division, and employee productivity.
  • Prepare or direct preparation of all Federal, State, and local reports.
  • Coordinate departmental programs with other County and private human resources services.
  • Coordinate with other agencies, public and private officials, and citizens in community service planning.
  • Establish and maintain the organizational structure needed to implement and maintain New York State regulations and standards for public welfare programs, and submit required reports to the State Department of Social Services.
  • Establish and maintain effective public relations with the community regarding the public welfare program, its policies, and procedures.
