Requirements
  • Current State of Oregon medical licensure as an MD, DO, or NP is required.
  • Certification by the American Board of Medical Specialties or a related board in the area of licensure is required.
  • Possession of, or ability to obtain, an appropriate and valid license to practice medicine in Oregon and ability to obtain credentialing approval.
  • CPR certification is required.
  • DEA certification is required.
  • A background investigation, which may include fingerprinting, must be passed as a condition of employment.
Responsibilities
  • Provide overarching strategic direction, evaluation, and support to the Health Center's clinical leaders.
  • Provide clinical leadership across the Community Health Center's medical leadership and lead the Senior Leadership Community of Practice with Medical, Dental, Pharmacy, and Mental Health Directors, championing integrated patient care.
  • Serve as the primary leader for clinical quality, healthcare operations, and patient experience within the Health Center.
  • Partner with local organizations to improve Community Health Center programs and services; build stakeholder relationships to articulate Integrated Clinical Services' regional impact, ensure equitable access to care, and demonstrate its value to payers and patients.
  • Advance equity and inclusion across clinical operations; model and enforce expectations for interrupting bias and enhancing cultural responsiveness, ensuring supervision, staff evaluations, and training reinforce self-learning and reduce implicit bias in medicine.
  • Collaborate with executive leadership to analyze healthcare and market trends and identify innovative processes and strategic opportunities for programmatic, technological, and financial growth; position the program to align with payer contracts and community needs.
  • Maximize service-delivery effectiveness and capacity by leveraging Integrated Clinical Services' role as an Oregon Community Health Center and champion for health equity and sustainability.
  • Ensure adherence to clinical practice rules, regulations, and standards, including credentialing and privileging Licensed Independent Practitioners.
  • Participate in developing quality-assurance plans; establish audit criteria, conduct clinical audits, and evaluate outcomes for continuous improvement.
  • Oversee the evaluation, resolution, and ongoing monitoring of clinical events, medication errors, and safety incidents in collaboration with the Quality team.
  • Address and evaluate client complaints about quality of care and implement corrective actions to improve patient satisfaction and safety.
  • Lead continuous quality-improvement initiatives, utilization reviews, and implementation of clinical best practices to support high-quality care, productivity, and collaboration.
  • Develop, track, and present key performance indicators and departmental dashboards; disaggregate data by race, ethnicity, and language to identify care disparities and implement targeted quality-improvement interventions.
  • Design inclusive care-delivery pathways that honor patients' diverse lived experiences and ensure equitable access to high-quality, affordable healthcare.
  • Partner with the Operations Director and Senior Leadership team to integrate clinical expertise and adopt innovative care models; support annual budget development and management and lead cost-control initiatives.
  • Serve as an external clinical expert and change leader to expand patient reach, guide the healthcare division, and advance the Health Center's mission.
  • Collaborate with medical directors and clinical leaders at other Federally Qualified Health Centers to advance the Community Health Center mission in Oregon.
Desired Qualifications
  • At least five years of primary-care clinical practice experience, preferably in a Federally Qualified Health Center or community health center.
  • Prior experience in a leadership role directly supervising clinical staff.
  • Project management experience.
  • Experience developing programs for refugee and immigrant communities.
  • Experience in a Patient-Centered Medical Home model environment.
  • Knowledge of general medicine and surgery principles, practices, and procedures.
  • Knowledge of methods and techniques for diagnosing and treating a variety of diseases and injuries.
  • Knowledge of healthcare analytics and finance, including state and federal payer models such as value-based care.
  • Ability to screen and gather required information professionally and in a culturally competent, customer-service-oriented manner.
  • Ability to motivate staff and clients through discussion and persuasion.
  • Ability to communicate clearly and concisely, orally and in writing.
  • Ability to establish and maintain cooperative working relationships with people contacted through the course of work.
  • Ability to manage multiple priorities flexibly.
  • Ability to maintain composure and work objectively with clients who may be hostile or verbally abusive.
  • Ability to speak and write effectively for the public and other audiences and prepare clear, comprehensive reports.
  • Knowledge of medicine principles, practices, and procedures and their application to public health practice.
  • Knowledge of methods and techniques for diagnosing and treating diseases and injuries of public health significance.
  • Familiarity with current evidence-based public-health and preventive-medicine practices.
  • Knowledge of and ability to interpret and apply federal, state, and local laws, codes, and regulations governing medicine, providers, and acupuncture.
