Requirements
  • A Bachelor's degree in social work, psychology, sociology, or a related field with at least one year of direct supervisory experience in social services or homeless services; or an Associate degree in human services or a related field with at least two years of direct supervisory experience; or a High School Diploma/General Equivalent Diploma with at least four years of direct supervisory experience.
  • Exceptional written and verbal communication skills, with strong documentation and report-writing ability.
  • Proficiency in Microsoft Office Suite, including Word, Excel, and Outlook, and database/client management systems such as CARES.
  • Strong knowledge of local community resources, housing programs, entitlement programs, mental health, and substance use services.
  • Comprehensive knowledge of Department of Homeless Services and Office of Temporary and Disability Assistance regulations, documentation standards, and performance metrics for transitional housing programs.
  • Critical thinking, analytical, problem-solving, organizational, and time-management skills.
  • Familiarity with community health services, social service support agencies, and networks.
  • Crisis intervention and de-escalation skills, with the ability to remain calm and effective in high-stress situations.
  • Supervisory and leadership skills with a collaborative, team-oriented approach.
  • Ability to manage multiple priorities and deadlines in a fast-paced environment.
  • Commitment to cultural humility, trauma-informed care, and harm-reduction principles.
  • Ability to read, speak, write, and understand English for administrative purposes.
  • Ability to work evenings, weekends, and holidays when required.
  • Ability to walk, stand, kneel, crouch, bend, sit at a desk for prolonged periods, and lift, reach, and handle objects weighing up to 25 pounds.
  • Ability to travel to different locations within New York City as needed.
  • Must pass drug screening to be appointed.
  • May be subject to investigations before and after appointment.
Responsibilities
  • Ensure adherence to organizational policies and procedures, particularly conflict-resolution and de-escalation practices.
  • Collaborate with the Director of Social Services to review and approve employee timesheets and time-off requests.
  • Participate in developing and refining departmental goals, objectives, policies, and procedures, and provide recommendations for improvement.
  • Lead case managers in developing comprehensive service plans, independent living plans, discharge plans, and follow-up care coordination programs.
  • Oversee recruitment, hiring, supervision, professional development, and performance evaluation of social services staff.
  • Establish and manage staff schedules and work assignments to ensure adequate coverage and service delivery.
  • Provide direct crisis intervention and emergency response services when required.
  • Ensure case managers deliver required services, including housing placement, employment support, therapeutic referrals, and other wraparound services.
  • Assist with orientation and ongoing training of new employees, emphasizing cultural humility, trauma-informed care, and best practices in homeless services.
  • Maintain accurate and timely supervisory case notes, referrals, service plans, and required documentation.
  • Facilitate communication and coordination with shelter supervisors and program leadership regarding social services issues and client needs.
  • Coordinate services to ensure the facility operates safely and in compliance with Department of Homeless Services, Office of Temporary and Disability Assistance, and other applicable regulations and contract requirements.
  • Prepare and submit weekly, monthly, quarterly, and annual progress reports as required.
  • Consult with agencies and individuals regarding resident records, rights, and responsibilities.
  • Ensure chart compliance with Office of Temporary and Disability Assistance and Department of Homeless Services standards, including regular chart audits.
  • Work with Housing Specialists and employment services staff to assess client readiness for permanent housing and employment.
  • Organize and facilitate community outreach, client workshops, and resource-related activities.
  • Serve as a liaison and organizational representative in community meetings and partnerships as needed.
Desired Qualifications
  • Experience in assessment, direct practice, counseling, supervision, community outreach, group leadership, and program development.
  • Bilingual ability in Spanish, French, Creole, or other languages commonly spoken by clients.
