About the job
- Bachelor's degree in Electrical Engineering from a recognized university.
- Minimum 10–12 years of experience in electrical commissioning within oil and gas, power generation, or petrochemical projects.
- In-depth understanding of power distribution systems, protection, and control schemes.
- Proficiency in electrical testing procedures, including primary and secondary injection, relay configuration, and motor solo-run testing.
- Good command of IEC, IEEE, and ADNOC electrical standards.
- Familiarity with test equipment such as megger, primary and secondary injection kits, relay test sets, and multimeters.
- Proficiency in Microsoft Office, electrical testing tools including OMICRON and Doble software, and commissioning tracking systems.
- English at full professional proficiency.
- Ability to coordinate across multidisciplinary teams under tight deadlines.
- Ability to prepare technical reports and liaise with vendors.
- Strong problem-solving skills and a safety-oriented approach.
- Proven background in field execution, system energization, and documentation control.
- Plan, prepare, and execute electrical pre-commissioning and commissioning activities according to project procedures, ADNOC standards, and applicable IEC codes.
- Review single-line diagrams, control schematics, cable schedules, and electrical layouts to confirm readiness for commissioning.
- Conduct inspection, testing, and energization of electrical systems, including transformers, low-, medium-, and high-voltage switchgear, motor control centers, motors, uninterruptible power supplies, lighting, and earthing systems.
- Lead and perform insulation resistance, continuity, functional, and interlock testing, and maintain test records.
- Coordinate with design, construction, and instrumentation teams to ensure system completion and punch-list closure.
- Ensure safe energization of electrical equipment in accordance with company and ADNOC Permit-to-Work procedures.
- Supervise subcontractor commissioning teams to ensure compliance with project safety and quality standards.
- Troubleshoot and resolve electrical system faults during pre-commissioning and commissioning phases.
- Prepare and submit commissioning reports, test packs, red-line drawings, and turnover documentation.
- Support handover to the Operations team and assist during performance testing.
- Energize major substations and motor control centers, coordinate high-voltage switching operations, and perform integrated testing with programmable logic controller and distributed control system interfaces before plant start-up.
- Familiarity with SCMS, supervisory control and data acquisition integration, and system turnover software.
- Basic knowledge of AutoCAD for red-line updates.
- ADNOC-approved or equivalent certification in commissioning or high-voltage/low-voltage safety.
- Recognized training in Electrical Safety, Lockout–Tagout, and Permit-to-Work systems.
- Experience with EPC or PMC contractors on ADNOC, QP, or Aramco projects.

Neom cancels The Line tunnels contracts. The 170km-long linear city is being redesigned as data centres. Neom has cancelled the contracts related to the construction of the tunnel sections of The Line in north-west Saudi Arabia, T&TI's sister publication, MEED, reports. In a stock exchange announcement filed on March 13, South Korean contractor Hyundai E&C said that Neom cancelled its contract on December 29 last year. Hyundai E&C was executing the drill-and-blast section of The Line's tunnels in a joint venture with Greece's Archirodon and South Korean counterpart Samsung C&T. The firm said its share of the joint venture was about 35%, amounting to $483m. Neom awarded contracts for constructing the mountain tunnel sections of The Line in June 2022. The drill-and-blast works were split into four packages, with two contracting teams winning two packages each. The other joint-venture team comprised Spain's FCC, the local Shibh Al-Jazira Contracting Company (Sajco) and Beijing-based China State Construction Engineering Corporation. The tunnels formed part of the infrastructure backbone of Neom's 170km The Line development, launched in January 2021. What began as Crown Prince Mohammed Bin Salman's defining symbol of a post-oil Saudi Arabia unravelled with quiet finality over roughly two years. By April 2024, planners were reportedly being forced to cut the initial phase to just 2.4km by 2030. By July last year, with the sovereign wealth fund facing tightening liquidity, the kingdom was reported to have conducted a "strategic review" to determine whether The Line was feasible - a process described as a "recalibration" of Vision 2030. Resources are now being directed to projects essential for the Fifa World Cup 2034, Expo 2030, and critical housing, healthcare and education targets. According to media reports, the government has pivoted towards repositioning what remains of Neom as an industrial and data centre hub, leveraging the Red Sea coastline's access to seawater cooling for AI infrastructure.
