By Caroline Petrow-Cohen, Los Angeles Times The Tribune Content Agency Updated August 14, 2026 9:53 PM Waymo's robotaxis will soon roam a much larger portion of California as the company received approval to expand across 18 counties. The California Public Utilities Commission gave Waymo permission to operate in San Diego and Sacramento, as well as in communities in Marin, Napa, Orange and Riverside counties, among others. The approval will allow the Alphabet-owned company to more than triple its service area in the regions surrounding Los Angeles and San Francisco. "While Waymo is receiving its permits today, expansion will be gradual and guided by its safety framework," said Waymo spokesperson Sandy Karp. "Waymo's immediate focus is preparing to launch rider-only service in San Diego later this summer and continuing to validate its technology in Sacramento." On Friday, Waymo, based in Mountain View, announced the CPUC approved a letter from the company first filed in January. The new service area will eventually stretch from Santa Clarita and Thousand Oaks down to San Diego in Southern California, and from Sacramento to San Jose in Northern California. The expansion follows Waymo's launch of its new vehicle dubbed the Ojai, which is larger and cheaper to produce than the retrofitted Jaguar I-Paces that the company previously relied on. Waymo is well ahead in the robotaxi race, operating in more than 10 major cities while Elon Musk's Tesla is still facing safety and operational glitches. Zoox, Amazon's robotaxi effort, launched its first paid, driverless rides in Las Vegas earlier this week. Waymo's self-driving vehicles, which utilize cameras, sensors and lidar, have driven more than 220 million fully autonomous miles. Data collected from miles driven shows Waymo is involved in an estimated 94% fewer collisions that cause serious injuries, Karp said. Still, collisions involving Waymo vehicles have garnered public attention and criticism, including when a Waymo struck and killed a beloved neighborhood cat in San Francisco last year. "We look forward to bringing the same mobility and safety benefits millions of Californians already enjoy to more communities, keeping local officials and residents informed every step of the way," Waymo said in its announcement. WUSF | By Michael Conner - St. Pete Catalyst Published August 14, 2026 at 6:30 AM EDT Waymo, a subsidiary of Google parent company Alphabet, Inc., is preparing to introduce a public autonomous vehicle service in Tampa. However, the business is also exploring opportunities in Pinellas County. "Waymo reached out earlier this week and scheduled a meeting with our Transportation department for August 11," said City of St. Petersburg spokesperson Samantha Bequer in an email. "That meeting was the first conversation the City has had with Waymo representatives. Waymo said they are interested in expanding their operations into Pinellas County and are looking to do an initial meet and greet with the City." She added that prior to the Tuesday meeting, the "City did not have any conversations with Waymo." However, St. Petersburg representatives had discussions with City of Tampa officials about the company. "We can't wait to serve riders in Tampa, and are working towards launching our service in the city soon," wrote a Waymo spokesperson, who wished not to be identified, in an email. "While we have no updates to provide on expanding our service area, we look forward to servicing more of the Tampa Bay area over time." Waymo does not currently have plans to serve Pinellas County. However, the company does meet with local officials to keep them informed of plans and ensure alignment. The business's autonomous vehicles utilize cameras, radars and audio sensors to drive. In December 2025, Waymo began testing its technology in Tampa. Tesla officially launched its Robotaxi service in certain sections of Tampa last month. Google began working on self-driving technology in 2009. According to Waymo's website, the organization first "set out on a challenge to drive autonomously over ten uninterrupted 100-mile routes in our Toyota Prius vehicles." In 2015, the Google Self-Driving Car Project completed its first fully autonomous ride on a public road. Waymo became an independent technology company the next year. In 2023, the company expanded to Los Angeles, initially offering rides to employees. By 2024, anyone in San Francisco and Los Angeles could download the organization's mobile app and book a ride. Waymo is also serving customers in municipalities such as Orlando, Miami, Dallas, Houston and Nashville. Additionally, the organization is planning to launch its service in 20 different cities around the world.

Business Research already projects the market could grow at a compound annual growth rate of 57% and reach $33.5 billion by 2030. Uber Technologies, Inc. (NYSE:UBER) is one of the companies well positioned to capitalize on the expected growth without having to develop autonomous-driving technology itself. On July 24, reports emerged indicating Alphabet's Waymo is considering ending its partnership with Uber. The robotaxi firm notified Uber that it intends to enter key markets independently, starting in 2028, when the contract permits. Early signs of deteriorating relationships emerged in June when Waymo and Uber ended their robotaxi partnership in Phoenix and Arizona. The standoff comes as strategic interests increasingly diverge. On its part, Uber wants to be the neutral platform that aggregates robotaxis from many providers. On the other hand, Waymo wants to be a vertically integrated robotaxi company controlling the technology, fleet, and customer relationship. While Waymo ending the partnership would be detrimental, Uber may have to compensate by scaling alternatives. The company already boasts partnerships with Zoox, Wayve + Nissan, Stellantis + Wayve, and Lucid/Nuro that could help offset the Waymo Loss. Potential benefits to Uber. While near-term headlines of Uber Technologies, Inc. (NYSE:UBER) losing Waymo is negative, the company also stands to reap benefits. For starters, the exit could accelerate Uber's push toward a multi-partner robotaxi marketplace. Uber also stands to enjoy more negotiating power as it diversifies beyond Waymo and into other companies developing autonomous vehicles. In return, it will enjoy greater leverage on revenue-sharing agreements, fleet availability pricing, and geographic exclusivity. Key risks to Uber. While Waymo is one of Uber's most important autonomous-vehicle partners, the strategic partnership coming to an end will result in the loss of access to a strong robotaxi operator. However, the biggest risk is Waymo becoming a key competitor and taking Uber customers by promising a better experience. Uber's biggest asset in robotaxis is not the cars. It is the massive rider network it has built. Losing Waymo weakens the company's network advantage as more robotaxi partners could consider going independent. Uber's strategy has increasingly been to provide a network for autonomous cars aggregation. If Waymo leaves, the company could be forced to deepen ties with other providers by providing incentives, incurring integration costs, and covering insurance and liability costs, which could affect its margins. Additionally, Uber losing Waymo could slow the company's transition into a capital-efficient autonomous marketplace. Valuation and institutional holding. Uber Technologies, Inc. (NYSE:UBER) stock has underperformed the overall market, given the 14% year-to-date sell-off. Additionally, the stock trades at a trailing price-to-earnings multiple of 17x, above the industry average of 22x, with a price-to-sales multiple of 2.9x and an EV/EBITDA multiple of 22x. In contrast, Lyft, another key player in the robotaxi business, trades at a trailing price-to-earnings multiple of 3x, and a price-to-sales multiple of 1.02x. A diversified ecosystem, global scale, and multiple growth drivers justify Uber's premium valuation. Uber also boasts a relatively low short interest of 2.65% on 51.84 million shares sold short, suggesting the stock is not heavily shorted. On the other hand, Lyft Inc. (NASDAQ:LYFT) has a much higher short interest of 26.25% on 89.6 million shares sold short, suggesting the stock has a meaningful bearish position. Institutional positioning is also supportive of Uber stock. According to the Insider Monkey database, 153 hedge funds held stakes in the company as of the first quarter, an improvement from 147 in the fourth quarter and much higher than 50 hedge funds that own Lyft stock. Altimeter Capital Management and Appaloosa Management LP increased stakes in the company by 43% and 243%, respectively, even as Pershing Square cut its stake by 1%. Bottom line. Waymo ending its strategic partnership with Uber is a clear risk, but does not necessarily undermine its business. The company already has partnerships with multiple autonomous-vehicle developers, giving it several potential alternatives if Waymo eventually goes independent. The key question is whether these partners can achieve meaningful scale and economics. While we acknowledge the risk and potential of UBER as an investment, our conviction lies in the belief that some AI stocks hold greater promise for delivering higher returns and doing so within a shorter time frame.
