Requirements
  • Must hold an active Secret clearance supported by a Tier 3 background investigation.
  • Must have a bachelor's degree in Information Science, Library/Archival Studies, Records Management, or a related field.
  • Must have at least 10 years of experience in records management, archival science, or digital information governance.
  • Must have experience applying federal records management requirements, including DoDI 5015.02 and National Archives and Records Administration guidelines.
  • Must have experience leading retention, disposition, and permanent records workflows.
  • Must have experience preparing records for National Archives and Records Administration transfer and producing compliance documentation.
  • Must have experience supporting enterprise-scale digital or web records programs.
  • Must have deep knowledge of federal and Department of Defense records management regulations, compliance frameworks, and documentation standards.
  • Must understand metadata schemas, classification standards, and digital preservation practices.
  • Must have experience with records management systems, content repositories, or archival tools.
  • Must have strong organizational and documentation skills and attention to detail.
  • Must have written and verbal communication skills, including the ability to explain compliance requirements to non-technical staff.
  • Must be able to manage complex workflows and coordinate across multiple teams.
  • Must be able to identify compliance gaps and propose corrective actions.
  • Must have a strong understanding of digital recordkeeping best practices and preservation standards.
Responsibilities
  • Lead enterprise-wide records management activities for social media, web content, digital communications, and multimedia records.
  • Ensure compliance with DoDI 5015.02, federal records statutes, and National Archives and Records Administration directives.
  • Maintain and update records retention and disposition schedules and ensure adherence across all directorates.
  • Develop compliance reports, dashboards, and metrics for leadership.
  • Manage permanent record workflows, including identification, capture, preservation, and National Archives and Records Administration preparation.
  • Coordinate with legal, cybersecurity, content governance, and information technology teams to enforce proper record creation, storage, and lifecycle processes.
  • Review digital artifacts for appropriate metadata, tagging, and classification.
  • Oversee documentation and standard operating procedures for digital records governance.
  • Support internal audits, readiness reviews, and compliance inspections.
  • Provide training to program staff on proper records handling and retention requirements.
  • Advise PMO and O&E teams on digital platform practices to ensure compliant record capture.
  • Maintain secure, organized repositories and ensure long-term accessibility of historical or permanent record sets.

  • Familiarity with web content management systems, social media archival tools, or digital asset management systems.
  • Understanding of information governance intersecting with cybersecurity and data management.
