About the job
- Ability to communicate effectively orally and in writing.

- Degree in Civil Engineering or related field.
- Experience building networks and relationships with employees from other divisions, field personnel, contractors, manufacturers and Federal Highway Administration representatives.
- Knowledge of Civil Engineering principles as they relate to roadway design and Standard Design technical knowledge.
- Knowledge of roadway and transportation design criteria, construction methods, standards, specifications and agency policies and procedures.
- Leadership experience including project and program management, coaching, counseling and training others.
- Project management coursework and experience.
- Skill in the use of computers and software applications.
- Valid Professional Engineer's license.
- Assist the District Section Engineer in providing management, leadership and direction for the assigned engineering section.
- Assist in planning, organizing and monitoring project activities.
- Assist in providing fiscal management and technical guidance on transportation projects.
- Train and develop team members.
- Help lead the management of roadway and transportation-related design projects consistent with established processes, schedules, budgets, design criteria, standards and specifications.
- Help supervise, train and provide guidance to team members.
- Communicate with staff, the public and other Virginia Department of Transportation employees on engineering-related issues.
- Respond to stakeholder inquiries and participate in stakeholder meetings as necessary.
- Provide customer service in response to citizen inquiries and concerns.
- Develop, manage and monitor budgets for assigned program areas, including staff, equipment and projects.
- Monitor expenditures and allocation status and ensure financial metrics are met.
- Perform detailed technical engineering reviews on documents and projects as the responsible charge engineer when required.
- Formulate and document recommendations and present findings.
- Represent the Virginia Department of Transportation in meetings with outside entities and resolve issues of public concern.
- Coordinate with district and residency staff to communicate project issues and resolve problems.
- Coordinate with stakeholders to meet established project performance measures.
- Monitor workload assignments so roadway designs and design tasks are completed according to schedules and support Virginia Department of Transportation programs.
- Manage consultant design projects, design-build projects and on-call contracts.
- Organize the work unit and assign workload.
- Manage time, adjust task priorities, and ensure project delivery on time and within budget.
- Fulfill responsible charge engineer duties in compliance with policies, procedures and the Code of Virginia.
- Apply roadway design, hydraulic design and survey principles to complex projects and resolve difficult problems.
- Ensure staff development, performance planning, evaluation and recognition activities are completed.
- Experience in project and program management specific to transportation design and civil engineering.
