About the job

Requirements
  • Must have an active Top Secret/SCI clearance with NSA Full Scope Polygraph.
  • Fourteen years of experience as a systems engineer in programs and contracts of similar scope, type, and complexity is required.
  • A Bachelor's degree in Systems Engineering, Computer Science, Information Systems, Engineering Science, Engineering Management, or a related discipline from an accredited college or university is required; five years of additional systems engineering experience may be substituted for a bachelor's degree.
  • Three years of experience in the legal or technical aspects of Intelligence Community Privacy Compliance is required.
  • Two years of experience with NSA systems architecture is required.
Responsibilities
  • Manage system requirements and derived requirements to ensure delivery of production systems compatible with defined system architectures, including the Department of Defense Architecture Framework and service-oriented architecture.
  • Contribute to systems engineering documentation, including System Engineering Plans, Initial Capabilities Documents, requirements specifications, and Interface Control Documents.
  • Assist with developing system and functional requirements and allocating them to hardware, software, facility, and personnel components.
  • Coordinate resolution of action items from Configuration Control Board meetings, design reviews, program reviews, and test reviews requiring cross-discipline coordination.
  • Participate in an Integrated Product Team to design new capabilities based on development and operational considerations.
  • Allocate real-time process budgets and error budgets to systems and subsystem components.
  • Generate alternative system concepts, physical architectures, and design solutions.
  • Define methods, processes, and evaluation criteria for verifying systems, subsystems, and work products against requirements in a written plan.
  • Develop system design solutions that satisfy system requirements and fulfill functional analysis.
  • Review and provide input to program and contract work breakdown structures, work packages, and the integrated master plan.
  • Participate in interface definition, design, and configuration changes among affected groups and individuals throughout the lifecycle.
  • Derive stakeholder needs and logically inferred functions from system requirements.
  • Derive lower-level requirements from higher-level allocated requirements and ensure they are complete, correct, unique, unambiguous, realizable, and verifiable.
  • Participate in establishing and gaining approval for the definition of a system or component under development, including requirements, designs, interfaces, and test procedures.
  • Develop derived requirements for Information Assurance Services, Basic Information Assurance Mechanisms, and security mechanism technologies such as passwords, cryptography, access control, hashing, and key management.
  • Implement comprehensive service-oriented architecture solutions.
  • Implement operational, technical standards, and system and services views for architectures using applicable Department of Defense Architecture Framework standards.
  • Review and/or approve systems engineering documentation to ensure processes and specifications meet system needs and are accurate, comprehensive, and complete.
  • Capture interface designs in a common interface control format and store interface data in a commonly accessible repository.
  • Assess program risks by determining probability of occurrence and quantified consequences of failure in accordance with an approved risk management plan.
  • Plan verification efforts for new and unproven designs early in the development lifecycle with system stakeholders to ensure compliance with established requirements.
  • Prepare timeline analysis diagrams illustrating the flow of time-dependent functions.
  • Establish formal processes to control and manage requirements changes, assess impacts before commitment, gain stakeholder buy-in, eliminate ambiguity, ensure traceability to source requirements, and track and settle open actions.
  • Manage and ensure the technical integrity of the system baseline throughout development, deployment, and operations and maintenance.
  • Support planning and test analysis for Department of Defense Certification/Accreditation and other government Certification and Accreditation processes.
  • Support development and review of Joint Capability Integration Development System documents, including Initial Capability Documents, Capabilities Description Documents, and Information Assurance Strategy.
  • Provide technical direction for development, engineering, interfacing, integration, and testing of components of complex hardware/software systems, including requirements elicitation, analysis, functional allocation, systems requirements reviews, concepts of operation, interface standards, system architectures, technical and non-technical assessment and management, and end-to-end flow analysis.
  • Develop scenarios and an Operational Concept describing interactions between the system, user, and environment to satisfy operational, support, maintenance, and disposal needs.
  • Conduct quantitative analysis in non-functional system performance areas such as reliability, maintainability, vulnerability, survivability, and producibility.
  • Establish and follow a formal procedure for coordinating system integration among multiple teams and ensuring complete coverage of interfaces.
