Requirements
  • A bachelor's or postgraduate degree in environmental health from a program accredited by the National Environmental Health Science and Protection Accreditation Council; or a bachelor's or postgraduate degree in another field with at least 30 semester hours or 45 quarter hours in the physical, biological, natural, life, or health sciences; or a bachelor's degree in public health and two years of environmental health experience in Food, Lodging, and Institutions in North Carolina.
  • Present a diploma, degree, or transcript to the supervisor or department upon hire.
  • Obtain the educational requirements under Chapter 90A each calendar year to renew registration and maintain Registered Environmental Health Specialist status.
  • Maintain registration with the North Carolina State Board of Environmental Health Specialist Examiners under Chapter 90A.
  • Attend and pass centralized training provided by the North Carolina Department of Health and Human Services.
  • Pass state authorization evaluations and tests for assigned program areas.
  • Pass the REHS exam and NEHA within the timeframe established by the Board.
  • Meet medium-work physical demands, including lifting up to 50 pounds occasionally, 30 pounds frequently, and 10 pounds constantly; bending, reaching, squatting, manual dexterity, repetitive motion, distinguishing colors, and extended standing, walking, and sitting.
  • Possess extensive knowledge of environmental health laws, rules, procedures, and public health law concepts.
  • Possess extensive knowledge of regulations, inspection and investigation procedures, and applicable remediation techniques and procedures for the assigned program area.
  • Possess considerable knowledge of microbiology, biology, chemistry, food science, food sanitation, foodborne diseases, communicable diseases, solid waste management, institutional sanitation, and entomology.
  • Possess working knowledge of on-site wastewater treatment system design, food sanitation, foodborne diseases, communicable diseases, vector control, water-supply protection, solid waste management, lead hazard remediation, and institutional sanitation as applicable to the assignment.
  • Possess working knowledge of the responsibilities of other agencies involved in environmental health work.
  • Be able to plan and present educational workshops and planning programs for large groups using current audiovisual aids and teaching techniques.
  • Be able to analyze and understand technical and administrative regulations, records, and reports.
  • Be able to communicate concerns and corrective measures to business and property owners and the public on public health protection and promotion.
  • Be able to exercise sound judgment and deal tactfully with the public while enforcing public health laws and regulations.
Responsibilities
  • Enforce state, local, and federal environmental and public health laws and regulations.
  • Investigate environmental-related complaints, health-related nuisances, and reports of foodborne illness and contaminated food to prevent communicable disease spread.
  • Inspect food and lodging facilities, swimming pools, institutions, childcare centers, schools, and tattoo artists, and conduct lead investigations to ensure compliance with state standards and reduce foodborne illness, lead hazards, and communicable disease threats.
  • Review plans for new construction of food service establishments, swimming pools, and childcare centers.
  • Perform lead investigations and annual monitoring activities in the childhood lead poisoning prevention program.
  • Perform continuous quality improvement activities to achieve program standards with the Voluntary National Retail Food Regulatory Program.
  • Seek corrective actions and educate facility managers, operators, and staff on safe food-handling processes and sanitation procedures.
  • Maintain detailed inspection records as required by the state, including observed violations, food-code citations, and methods of correction.
  • Assist the EPI team and other staff during foodborne outbreaks.
  • Seek legal remedies, with advice from the program supervisor and division director, to abate health nuisances or prosecute individuals who fail to comply with public health laws and rules.
  • Participate in the on-call rotation for environmental and public health emergencies.
  • Conduct quality assurance activities for public swimming pools, children’s environmental health, and tattoo programs in accordance with county policies, as assigned.
  • Perform other related duties as assigned.
