Requirements
  • A bachelor's degree in business administration, public administration, healthcare administration, or a related field and at least five years of relevant experience.
  • Management-level administrative experience, preferably in a research institution environment or academic medical center.
  • Competence in financial operations, business planning, financial analysis, and strategic planning.
  • Supervisory and office management experience.
  • Experience working with large, highly structured personnel systems.
  • Leadership, communication, team-building, and problem-solving skills.
  • Ability to address complex and sensitive administrative issues with diplomacy and effectiveness.
  • Functional understanding of research grant administration.
  • Proficiency in Excel, including interactive Excel workbooks, formulas, and data manipulation.
Responsibilities
  • Manage the department's financial resources, including federal and foundation grants, state budget allocations, and private gifts, while ensuring ethical practices and reporting compliance.
  • Develop short- and long-term financial plans and budget models, advise department leadership on resource use, and prioritize or reallocate resources when necessary.
  • Use and manage funding from state allocations, indirect cost recovery funds, federal grants, gifts, royalties, endowments, and sponsored project funds.
  • Ensure compliance with University of Washington, School of Medicine, federal, and research-sponsor policies; develop and refine internal controls and analyze budget variances.
  • Provide financial reporting to department leadership, faculty, School of Medicine stakeholders, and external stakeholders; use institutional systems and software to calculate and analyze metrics against budget models and benchmarks.
  • Assess potential sources of additional funding to advance the department's mission and vision.
  • Implement and ensure compliance with policies for payroll, procurement, travel expenses, and reimbursements.
  • Oversee affiliation agreements and financial interactions between institutions.
  • Implement change-management processes that meet funding-entity requirements and departmental priorities.
  • Supervise four full-time-equivalent staff positions, including annual reviews, corrective action, time management, and employee mentorship.
  • Interpret applicable federal, state, University of Washington, School of Medicine, and contractual requirements and incorporate them into departmental policies and procedures.
  • Build and maintain relationships, partnerships, and coalitions supporting the department's mission and vision.
  • Collect or oversee data collection to evaluate programs and activities.
  • Communicate opportunities and constraints to leadership and faculty regarding emerging trends and proposed activities.
  • Build consensus for effective decision-making on departmental concerns.
  • Set workplace-behavior standards, identify concerns, monitor interpersonal dynamics and employee behavior, and use appropriate resources to resolve problems.
  • Manage facilities and information technology operations to ensure effective, efficient, secure, and safe access to required platforms and resources.
  • Evaluate IT requirements, recommend and procure platforms, deploy IT solutions, and ensure compliance with licensing agreements.
  • Develop long-range space-planning materials, oversee renovation projects, and coordinate requests for additional space.
  • Ensure compliance with facility, fire, safety, hazardous-material, and controlled-laboratory-material requirements.
  • Coordinate with medical-center facilities staff on maintenance, repairs, remodeling, and facility-modification guidelines.
  • Direct facility inspections and upgrades.
  • Develop procedures for grant and contract administration and maintain compliance with University of Washington cost-accounting standards.
  • Support pre-award activities by identifying sponsors, reviewing and approving grant and contract applications, assisting with submissions, and representing the department in funding-entity negotiations.
  • Coordinate with sponsored-programs and grant-and-contract-accounting offices.
  • Manage funded projects, including budgets, extensions, accounting procedures, research procurement, periodic reports, sponsor inquiries, site visits, and competitive renewals.
  • Manage the quarterly Faculty Effort Certification process.
  • Maintain information on the department's research program and prepare reports on research activities, innovations, publications, and funding.
  • Implement information-handling, equipment, communications, training, access-control, and security policies.
  • Build relationships with legal, compliance, risk-services, police, and environmental-health-and-safety offices to address sensitive administrative, security, and workplace-safety matters.
  • Investigate or refer claims of inappropriate behavior or actions.
  • Conduct risk assessments and develop and implement a department-specific internal audit plan.
  • Provide new employees with workplace health, safety, and emergency-procedure information.
  • Serve as a liaison to University of Washington Medicine Compliance and related offices.
  • Support educational programs, policy updates, accreditation and certification reviews, and training-grant renewals.
