About the Job

Responsibilities

Lead health systems strengthening and capacity-building efforts for the State Ministry of Health and County Health Departments.
Coordinate with the Ministry of Health, State Ministry of Health, and UNICEF to arrange accredited facilitators for trainings.
Coordinate quarterly joint support supervision led by the State Ministry of Health and County Health Departments.
Support the State Ministry of Health and County Health Departments in obtaining Ministry of Health guidelines and distributing them to health facilities.
Support the State Ministry of Health and County Health Departments' human resources and administration teams to develop payrolls and staff job descriptions, and conduct staff appraisals.
Support County Health Departments to improve maternal and child health indicators and expanded programme on immunization coverage in the county.
Support the State Ministry of Health and County Health Departments in developing expanded programme on immunization micro-plans and work plans, including training plans for the Lot.
Liaise with finance to ensure resources, including cash, are available for trainings.
Raise purchase requisition forms for trainings and health facility maintenance.
Work with County Health Departments to conduct routine service-delivery assessments and identify gaps.
Lead initial rapid assessments during internally displaced person situations, refugee arrivals, disease outbreaks, and other emergencies, and compile reports.
Support the State Ministry of Health and County Health Departments in implementing emergency activities, including reactive measles campaigns.
Ensure the State Ministry of Health and County Health Departments are trained in District Health Information Software 2, Early Warning Alert and Response System, and Integrated Disease Surveillance and Response reporting.
Develop support-supervision checklists and ensure the State Ministry of Health and County Health Departments adhere to them.
Establish drug-store management guidelines and accountability-to-affected-populations mechanisms.
Lead monitoring, evaluation, and learning at Lot level.
Support County Health Departments to roll out quality Basic and Comprehensive Emergency Obstetric and Newborn Care at supported health facilities.
Support County Health Departments to ensure supported health facilities follow infection prevention and control procedures.
Conduct routine support-supervision visits to health facilities, including on-the-job coaching and mentorship for health workers.
Work with the State Ministry of Health and County Health Departments to ensure disciplinary action is taken against staff who violate Ministry of Health work policies and ethics.
Support the State Ministry of Health and County Health Departments in improving health-service infrastructure, including construction, routine maintenance, proper waste disposal, and fencing.
Support the State Ministry of Health and County Health Departments in conducting last-mile delivery of medicines.
Maintain custody of Lot assets and update the asset database quarterly.
Organize and conduct quarterly review meetings at Lot level.
Conduct quarterly performance analysis and provide feedback to supported counties.
Serve as the last-mile delivery focal person, including receiving drugs from the airport and distributing them to health facilities.
Support County Health Departments in improving cold-chain systems at supported health facilities.
Support County Health Departments in recruiting qualified staff at supported health facilities.
Conduct quarterly quality-of-service checklist assessments at health facilities.
Attend county-level government and humanitarian health and nutrition coordination meetings.
Write weekly narrative updates and share them with the Lot Manager.
Ensure County Health Departments submit weekly Integrated Disease Surveillance and Response reports every Friday and monthly District Health Information Software 2 reports by the eighth of each month.
Report incidents affecting Health Systems Strengthening Project Multi-Donor Trust Fund service delivery within 24 hours.
Provide quarterly reports, including success stories, by the fifteenth of the month preceding the quarter.
Monitor Health Systems Strengthening Project Multi-Donor Trust Fund assets and ensure they are tagged.
Raise purchase requisition forms for trainings in a timely manner.
Liaise with finance to ensure cash is available for trainings.

Job Description:

Coordination

Lead the health systems strengthening efforts and capacity building of the SMoH and CHDs.
Coordinate with MoH, SMoH and UNICEF for accredited facilitators to facilitate trainings.
Coordinate the SMoH and CHD led quarterly joint support supervision.

Program Implementation

Support the SMoH and CHD to obtain MoH guidelines and distribute to the health facilities.
Support the SMoH and CHD HR/Admin to develop payrolls, staff JDs and conduct staff appraisals.
Support the CHD to improve Maternal and Child Health indicators and EPI coverage in the County.
Support the SMoH and CHD to develop micro plans for EPI
Support the SMoH and CHD to develop work plans including for all trainings in the Lot.
Liaise with finance to ensure resources for trainings are availed including cash.
Raise all PRFs for trainings, health facility maintenance.
Work with the CHD to conduct routine service delivery assessments in a bid to identify gaps.
Lead initial rapid assessments incase of IPDs, refugees, disease outbreaks etc and compile reports.
Shall support the SMoH and CHD to implement emergency activities such as reactive measles campaigns and others.
Ensure SMoH and CHDs are well trained on DHIS2, EWAS, IDSR reporting.
Develop Support Supervision checklists and ensure adherence by the SMoH and CHDs.
Put in place Store Drug Store Management guidelines.
Put in place Accountability to the Affected Mechanisms in place.
Lead Monitoring, Evaluation and Learning at Lot level.
Support the CHD to roll out quality BeMONC and CeMONC at the supported HFs
Support the CHD to ensure that all supported HFs observe IPC procedures.
Conduct routine support supervisory visits to the health facilities including on job coaching and mentorship to health workers.
Work with the SMoH and CHD to ensure disciplinary actions are taken against staff who violate the MoH working policies and ethics.
Support the SMoH and CHD to improve health service delivery infrastructure ( construction, routine maintenance, proper waste disposal, fencing)
Support the SMoH and CHD to conduct last mile delivery of medicines.
A custodian of the Lot assets and thus maintain an asset database on quarterly basis.
Organise and conduct quarterly review meetings at Lot level.
Do quarterly performance analysis and provided feed back to the support counties.
Shall be a focal person for Last Mile Delivery including receipt of drugs from the airport and onward distribution to the health facilities.
Support the CHD to improve cold chain in all the supported health facilities.
Support the CHD to recruit qualified staff in all supported health facilities.
Conduct quarterly QSC assessments at the HFs.
Attend county level government and humanitarian health and nutrition coordination meetings

Reporting

Write weekly narrative updates and share with the Lot Manager.
CHD submits weekly IDSR every Friday.
Report all incidences affecting HSTP MDTF service delivery within 24hours
Ensure CHD submits monthly DHIS2 by 8th of every month
Provide quarterly reports including success stories by 15th of the preceding the quarter
Monitor the HSTP MDTF assets and ensure they are well tagged

Budget Management

Raise PRFs for training in time.
Liaise with finance to ensure cash is availed for trainings.
