Responsibilities
  • Develop Business Segment health, safety, and environmental policies, standards, and operating guidelines using scientific principles and concepts.
  • Lead, manage, and direct a team of HSE professionals to ensure activities comply with applicable federal, state, regional, international, and country-specific laws and regulations.
  • Act as an internal authority on existing and proposed federal, state, and international HSE laws and regulations.
  • Monitor emerging HSE issues and provide technical analysis and reporting to senior management.
  • Author HSE procedures and policies.
  • Support and facilitate corporate and site HSE budgets.
  • Review and facilitate development of HSE strategies and ensure activities are completed in accordance with recognized regulations and job-specific tasks.

Westlake warns of weaker Q3, closes German PVC plant. Westlake Corp. (WLK) said Tuesday it will close a PVC plant in Cologne, Germany, as weak chemical demand, high energy costs and competition from Asian imports pressure its European operations. The company also warned that third-quarter financial performance will decline from the previous quarter. The Cologne facility can produce about 165,000 metric tons of PVC annually and is expected to cease operations in the first quarter of 2027. Westlake (WLK) said the plant operates at higher costs than its other European facilities because of its smaller scale and greater logistics expenses. Customers will be supplied from other German plants, including the recently acquired Wilhelmshaven facility. For investors, the closure highlights both the severity of the downturn facing chemical producers and Westlake's effort to remove higher-cost capacity. The move carries a sizable near-term expense, while weaker PVC and polyethylene pricing and slowing housing activity are likely to weigh on third-quarter results. Longer term, shifting production to lower-cost facilities could improve margins in Westlake's European chlorovinyl business. Westlake (WLK) expects about $205 million in pretax charges related to the closure, including roughly $100 million in cash costs and $105 million in non-cash charges. About $110 million of the total is expected to be recorded in 2026, with the remainder in 2027. Pressure extends beyond Europe. Westlake (WLK) said average North American PVC and polyethylene prices during the third quarter were below second-quarter levels as price increases following the start of the Iran conflict faded. The company's Housing & Infrastructure Products business also faced higher freight expenses following a surge in diesel prices. Sales volumes in that segment have declined moderately as higher interest rates slow housing activity. Taken together, the pricing, cost and demand pressures are expected to result in sequentially weaker third-quarter financial performance, Westlake said. HOUSTON, Sept. 29, 2026 (GLOBE NEWSWIRE) - Westlake Corporation (NYSE: WLK) ("Westlake" or the "Company") announced today that, in light of challenging market conditions, the Company is taking action to improve profitability by closing its polyvinyl chloride ("PVC") plant in Cologne, Germany. Chemical production in Europe continues to face difficult conditions, including weak demand, elevated energy costs and increased import pressure from Asia. Due to its smaller scale and higher logistical burden, the Cologne plant has higher costs than the Company's other European PVC sites. The Company will continue to serve its customers from its remaining, lower-cost PVC facilities in Germany, including its recently acquired Wilhelmshaven site. The broader global market is also experiencing pricing and cost pressures. In the third quarter of 2026, PVC and polyethylene average prices in North America are lower than the second quarter of 2026 as the price increases initially realized in the second quarter following the onset of the Iran conflict have moderated. Furthermore, in its Housing & Infrastructure Products segment, the Company has experienced higher freight costs caused by a surge in diesel prices and a moderate decline in sales volume caused by the slowdown in housing activity resulting from a rising interest rate environment.
