Requirements
  • A J.D. or L.L.B. degree from an accredited law school and at least 18 months of work experience as either an attorney, preferably in civil law, or a paralegal in a civil law firm or County Attorney’s office handling non-criminal matters.
  • A license from the Texas State Bar to practice law in Texas is required.
  • A Texas operator’s driver’s license is required.
  • Ability to read, analyze, and interpret common legal documents.
  • Ability to define problems, collect data, establish facts, and draw valid conclusions.
  • Ability to interpret and deal with several abstract and concrete variables.
  • Thorough knowledge of judicial principles and civil law and procedures, including constitutional and statutory law.
  • Ability to analyze and appraise facts, procedures, and legal precedents affecting complex court cases or legal issues in various specialty areas.
  • Ability to present facts and precedents effectively in writing in moderately complex cases.
  • Familiarity with general investigative techniques.
  • Ability to make persuasive presentations in court and before juries.
  • Ability to conduct complex legal research and apply negotiating skills.
  • Ability to establish and maintain effective working relationships with county employees and officials, court personnel, attorneys, and the general public.
  • Any assignment-specific combination of knowledge may include the Texas Family Code, Texas Rules of Evidence and Civil Procedure, Federal Rules of Civil Procedure, Texas Tort Claims Act, Texas Property Tax Code, real estate, construction, general contracts, and public law.
  • Ability to perform the essential duties satisfactorily, with reasonable accommodations available where applicable.
  • Any employee driving a vehicle on official business must have a driving record meeting County and insurer standards.
Responsibilities
  • Perform legal research on civil litigation and non-litigation issues affecting the county and prepare written legal advisories.
  • Screen and review cases, issues, or contracts for legal and factual sufficiency and direct the gathering of additional information.
  • Conduct investigations and negotiations to determine the best court or non-court action.
  • Prepare cases for trial and prepare legal questions or issues for final legal disposition.
  • Litigate civil defense cases, including Section 1983 claims, Title VII claims, Texas Tort Claims, breach of contract, and injunctions, as assigned.
  • Litigate Child Protective Services, Protective Order, involuntary mental commitment, and bail bond forfeiture cases, including conferences with agency representatives, victims, family members, social workers, doctors, law enforcement, and other witnesses, as assigned.
  • Advise county boards, attend board meetings, and provide advice regarding the Open Meetings Act.
  • Research and brief legal issues related to cases or issues and potential appeals.
  • Take depositions and draft and respond to discovery documents, subpoenas, motions, and other related legal documents.
  • Handle public information requests for county department heads and officials, including evaluating disclosure documentation and preparing and submitting necessary papers to the Attorney General, as assigned.
  • Provide limited legal services to state officials, including the District Attorney and District Court Judges, as assigned.
  • Confer with supervisors, clients, opposing attorneys, witnesses, and other parties concerning discovery, legal-document preparation, litigation, and other dispositions.
  • Respond to correspondence from clients and other persons requesting information from the department.
  • Assist clerical and legal secretarial staff as needed.
  • Represent the County Attorney at community gatherings and outreach events, as assigned.
  • Assign and review work of paralegals and legal secretaries on assigned cases, legal issues, or contracts, as assigned.
  • Prepare training materials and assist in training other attorneys, as assigned.
  • Compile statistical and case reports.
  • Monitor the bond forfeiture docket and, where appropriate, litigate cases before the court, seeking default judgments, abstracts, and execution on judgments.
  • Serve as a resource to county departments on legal issues.
  • Present cases before the appropriate court or jury.
  • Draft final orders, temporary orders, motions, and other court documents for civil litigation.
  • Perform other duties as assigned.
  • Remain on duty before, during, and after natural disasters and emergencies as directed by the Department Head.

  • Knowledge of Child Protective Services procedures and law.
  • Knowledge of Protective Order procedures and law.
  • Knowledge of condemnation, probate, and property law and related litigation.
  • Knowledge of personal injury defense.
  • Knowledge of civil rights and employment litigation.
  • Knowledge of state and federal civil procedure and evidentiary rules, including litigation-specific requirements.
  • Knowledge of state and federal appellate practice and procedure.
  • A license to practice in Federal District Court is desirable.
