Requirements
  • At least 5 years of experience in compliance, safety, or workforce reliability program management.
  • At least 3 years of experience supporting Army or Department of Defense programs.
  • A bachelor's degree in Business Administration, Safety Management, Human Resources, or a related field, or equivalent experience.
  • Familiarity with Department of Defense Sexual Assault Prevention and Response training standards.
  • Experience with regulatory compliance management involving Occupational Safety and Health Administration, Environmental Protection Agency, and Department of Transportation requirements.
  • Experience administering Occupational Reliability Programs.
  • Proficiency with training record management systems.
  • Ability to develop policies and draft standard operating procedures.
  • Ability to prepare for audits and maintain inspection readiness.
  • Strong documentation and records-control skills.
  • Ability to handle confidential information.
  • Proficiency in project management methodologies and tools.
  • Advanced proficiency with Microsoft Excel, Access, Outlook, PowerPoint, and Word; proficiency with Adobe Acrobat, data analytics tools, and Visio.
  • Ability to establish and maintain physical readiness documentation compliance for the assigned workforce.
  • United States citizenship is required.
Responsibilities
  • Establish, implement, and maintain the Contractor Occupational Reliability Program.
  • Identify positions requiring Occupational Reliability Program certification under Army Regulation 190-11 and local guidance.
  • Conduct background checks, interviews, and documentation validation, and maintain secure files.
  • Track and ensure 100% compliance with required training, including AT Level I, Operations Security, Occupational Safety and Health Administration 29 CFR 1910.120, Environmental Protection Agency 40 CFR 265.16, and Department of Transportation 49 CFR 172.704.
  • Maintain the Sexual Assault and Sexual Harassment Training Plan (PM-10).
  • Submit certificates to the Contracting Officer's Representative within mandated timelines, including 10-day deadlines when specified.
  • Maintain training documentation on site for government inspection.
  • Support Service Contract Act reporting through SAM.gov submissions.
  • Develop and maintain training elements of the Quality Control Plan.
  • Coordinate with the Contracting Officer and Contracting Officer's Representative to obtain approval of government-directed training.
  • Develop the initial internal Hazardous Material Supply Operations standard operating procedure within 30 days of contract award, including training components.
  • Coordinate quarterly personnel roster updates under CDRL PM-01.
  • Maintain inspection-ready documentation at all times.
  • Support continuous process improvement and corrective-action implementation.

  • Occupational Safety and Health Administration HAZWOPER certification.
