Requirements
  • A J.D. is required.
  • At least eight years of professional experience in civil rights compliance, investigations, or related work is required.
  • At least three years of experience working in higher education or investigating, advising, or consulting with institutions of higher education is required; an advanced degree other than a J.D. may count toward years of experience.
  • Supervisory experience is required.
  • Excellent legal research, analytical, and writing skills are required.
  • Strong organizational skills and attention to detail are required.
  • The ability to communicate effectively with faculty, staff, complainants, respondents, witnesses, and others within and external to the University community is required.
  • The ability to use utmost discretion while working with confidential and sensitive information is required.
  • The ability to manage diverse and changing priorities and work effectively in a team environment is required.
  • Familiarity with federal statutes important to post-secondary education, including Title IX, Title VII, the Violence Against Women Act, Title VI, the Clery Act, and the Family Educational Rights and Privacy Act, is required.
Responsibilities
  • Oversee the University’s compliance with Title VI.
  • Manage cases for Title IX Hearings, Appellate Panels, NDAB Determination Panels, and matters subject to the University Committee on Rights and Responsibilities Fact-Finding Procedures.
  • Work with the Director of CSNDR and University Title IX Coordinator, the Title IX Hearing Chair, and the Director of the Office for Dispute Resolution on applying policies and procedures addressing sexual harassment, other sexual misconduct, and non-discrimination and anti-bullying matters.
  • Support the University’s administration and implementation of the UCRR Fact-Finding Procedures, including working with the President, Faculty Panels, and Appellate Panels.
  • Supervise the Deputy Title VI Coordinator and Case Manager, along with anticipated additional supervisory responsibilities within the NDAB and Title IX Compliance Team.
  • Support and advise Hearing, Appellate, and Determination Panels, local Title IX Resource Coordinators, Local Designated Resources, personal advisors, and other University groups regarding applicable policies and procedures.
  • Provide logistical assistance to the University President or designee and UCRR Faculty Panels.
  • Supervise intake of complaints filed under the NDAB, including complaints alleging discrimination based on race, color, or national origin/shared ancestry under Title VI.
  • Prepare summary materials, notice documents, and other applicable documents and materials for Hearing, Determination, Appellate, and UCRR Faculty Panels.
  • Play a lead role in preparing the annual report published by the Director of CSNDR, including information about NDAB complaints.
  • Serve as the assigned primary point of contact for communications, correspondence, and applicable materials involving panels, coordinators, resources, parties, personal advisors, and witnesses.
  • Develop and implement internal guidance and resource documents for Hearing, Appellate, Determination, and UCRR processes.
  • Develop and implement training for personal advisors in Hearing, Appellate, and Determination Panels and UCRR Faculty Panels.
  • Partner with the Director of CSNDR and ODR to develop and implement training for panelists, Administrative/Review Board members, and designees.
  • Offer informational sessions to Title IX Resource Coordinators, Local Designated Resources, and other University constituents.
  • Ensure that documents are properly processed in accordance with FERPA and community expectations for handling sensitive information.
  • Ensure compliance with University policies and procedures and applicable federal and state laws and regulations.
  • Represent CSNDR to internal and external constituencies at the direction of the Director of CSNDR and University Title IX Coordinator.
  • Perform other duties assigned by the Director of CSNDR.
