Requirements
  • Graduation from an accredited college or university with a relevant degree, 3-5 years of experience, or an equivalent combination of education and experience.
  • Experience in enterprise information technology change management and release management.
  • Experience creating performance metrics and continual improvement models for process control.
  • Experience with change control, root cause analysis, and corrective action methods.
  • Experience working with stakeholders at all levels of an information technology department, as well as information technology department customers.
  • Advanced knowledge of information technology service management principles, best practices, and frameworks such as Information Technology Infrastructure Library and Control Objectives for Information and Related Technologies; good knowledge of project management principles and software development lifecycle.
  • Advanced planning skills in risk analysis, contingency planning, and mitigation planning; critical thinking and problem-solving skills.
  • Ability to communicate complex ideas clearly and concisely across functional and technical departments, verbally and in writing, and establish and maintain effective working relationships.
  • Technological intuitiveness.
  • Must secure and maintain a favorable background investigation and clearance.
  • Must clear a pre-employment physical and drug screen.
  • Must have transportation available during the entire workday.
  • Must have a valid driver's license, motor vehicle liability insurance, and personal injury insurance.
  • Must be available for 24-hour on-call coverage.
  • May be required to work more than 40 hours during the workweek and weekends.
  • May need to complete and pass an assessment during the employment process.
Responsibilities
  • Support the Bexar County Information Technology team and the County's mission by ensuring successful delivery of information technology services.
  • Develop and implement an Information Technology Change Management Framework, including identifying and executing improvements to current change management policies and processes.
  • Foster a common understanding of the Information Technology Change Management Framework's scope, applicability, and key subprocesses, including configuration and requirements management.
  • Continually improve change management processes.
  • Develop process flow diagrams and standard operating procedures.
  • Provide coaching and advisory services for planning, developing, and executing an Information Technology Change Management Framework.
  • Establish and report key performance metrics related to information technology change management.
  • Collect, organize, and store documentation and artifacts related to proposed changes.
  • Facilitate weekly Information Technology Change Advisory Board meetings.
  • Maintain the release schedule for core services and ensure alignment across key partners and vendors.
  • Conduct release-readiness reviews, milestone reviews, and business go/no-go reviews.
  • Measure and monitor progress to ensure application releases are delivered on time.
  • Coordinate recurring maintenance windows for system patching and communicate tasks.
  • Continuously develop knowledge of business processes to help identify when changes in software applications and systems should be initiated.
  • Monitor implementation of change management efforts to minimize disruption to normal business operations.
  • Oversee root cause analysis and corrective action planning for change management efforts requiring such action.
  • Document all changes and outcomes covered by change management processes.
  • Ensure critical stakeholders are aware of changes and communicate anticipated impacts to appropriate stakeholders.
  • Perform other related technology duties and projects as assigned.
