  • A Secret clearance must be possessed and maintained.
  • DAWIA Practitioner Level II equivalency in the Contracting field is required, or it must be obtained within 6 months of hire.
  • A Bachelor's degree in Business or a related discipline is required.
  • At least 10 years of experience working in federal government acquisition programs is required, including at least 8 years of acquisition or contracting experience.
  • Knowledge of contract data reporting tools, training, and database operations and maintenance is required, including working knowledge of Procurement Desktop Defense contract-writing software.
  • Knowledge of pre-award and post-award procedures sufficient to award and administer firm-fixed-price, cost, indefinite-delivery, or other contracts of similar complexity is required.
  • Knowledge of federal acquisition laws, policies, regulations, and procedures is required, including the Federal Acquisition Regulation, Defense Federal Acquisition Regulation Supplement, and Special Operations Forces Federal Acquisition Regulation Supplement.
  • Knowledge of contract strategies for rapid innovation and development is required, including agreements, Broad Agency Announcements, Commercial Solutions Offerings, Small Business Innovation Research, Small Business Technology Transfer, Other Transactions, and Other Transactions Agreements, along with required procedures, clauses, and special provisions.
Responsibilities
  • Support development, implementation, and control of traditional and non-traditional financial, contractual, and technical aspects of projects and programs through designated phases of the acquisition cycle.
  • Support planning acquisition and contracting strategies for assigned projects and programs within cost, schedule, and performance baselines.
  • Conduct research using acquisition-community resources, including the Federal Acquisition Regulation and other regulatory guidance, to provide informed guidance and courses of action to customers.
  • Prepare pre-solicitation documentation, including Determinations and Findings and Small Business coordination using DD Form 2579.
  • Staff pre-solicitation documentation for review and approval and post applicable notices in Federal Business Opportunities as required.
  • Prepare solicitations and amendments in Procurement Desktop Defense or a relevant contract-writing system for Procurement Contracting Officer review and approval.
  • Conduct price and cost analysis, including working with the Defense Contract Audit Agency and Defense Contract Management Agency as necessary, to determine fair and reasonable prices.
  • Review evaluation input from technical program and Defense Contract Audit Agency personnel, provide feedback, and prepare contract negotiation positions such as Price Negotiation Memorandums and Business Clearance Memorandums for Procurement Contracting Officer review and approval.
  • Prepare contract awards, agreements, and amendments in Procurement Desktop Defense or a relevant contract-writing system for review and approval.
  • Prepare post-award documentation, including contract modifications and memorandums for the record.
  • Conduct contract administration functions retained by United States Special Operations Command.
  • Establish and maintain quality contract files that are auditable, repeatable, and defensible.
  • Participate in integrated product teams and guide or assist team members, technical program personnel, sales representatives, local suppliers, and contractors on acquisition and business-related issues.
Desired Qualifications
  • DAWIA Advanced, formerly Level III, in Contracting, or Federal Acquisition Certification in Contracting Level 3.
  • A Master's degree in Business or Acquisition and 8 years of contracts management experience supporting a Department of Defense acquisition agency.
  • Weapon-system support experience, including contracting with procurement and research-and-development funding.
  • Experience with Other Transactions and Agreements in addition to traditional Federal Acquisition Regulation and Defense Federal Acquisition Regulation Supplement contracting methods.
  • Experience providing contracting support to Special Operations Forces organizations and operations.
  • Experience as a former Warranted Contracting Officer.
  • Experience as a Supervisory Contract Specialist.
