Requirements
  • A master's degree in educational leadership, education, administrative guidance and counseling, developmental education, counseling, social work, human services, or a related field is required.
  • At least three years of direct experience in collegiate student services or delivering social services to disadvantaged populations is required.
  • Supervisory experience is required.
  • At least two years of personnel supervision and budget management experience is preferred.
  • Strong personnel management skills and fiscal or administrative experience are preferred.
  • Strong written communication skills are preferred.
  • General knowledge of federal government regulations is preferred.
Responsibilities
  • Administer the program budget and authorize expenditures of federal funds.
  • Develop, direct, and evaluate the program in accordance with United States Department of Education rules and regulations.
  • Ensure that all items from the approved proposal are implemented.
  • Design and implement TRIO Program policies and procedures.
  • Complete and submit the Annual Performance Report in accordance with United States Department of Education instructions, with support from the Sponsored Programs Office.
  • Ensure that project goals and objectives are met and documented throughout the performance and award period.
  • Ensure that documentation is accurate, accessible, and up to date for audits.
  • Fulfill State Board of Accounts audit requests promptly, typically within three business days.
  • Ensure the project operates in compliance with federal regulations and policies in coordination with the institutional grants manager.
  • Assure equal access to project services for all project participants.
  • Supervise the selection and eligibility determination of project participants according to United States Department of Education guidelines and College policy.
  • Coordinate and oversee the identification and selection of Student Support Services-eligible students.
  • Maintain a student caseload and allocate appropriate caseload assignments to full-time and part-time project staff.
  • Collect and maintain program data.
  • Communicate program availability to students.
  • Conduct selected Student Support Services workshops and seminars and advise participants as appropriate.
  • Work with the Student Support Services Academic and Career Advisor to develop Student Education Plans.
  • Coordinate Student Support Services activities.
  • Provide Student Support Services students with guidance needed to transition successfully to their intended transfer institution or future employment.
  • Participate in college-wide initiatives and plan and facilitate program-sponsored events in collaboration with project staff.
  • Coordinate public relations initiatives for the project and foster an institutional climate that supports the project's mission, goals, and objectives.
  • Communicate TRIO Student Support Services objectives to staff and coordinate activities to maximize effectiveness and resource utilization.
  • Share TRIO Student Support Services strategies and program successes with other areas of the institution.
  • Foster relationships with area Student Support Services programs and directors.
  • Maintain current knowledge of programs of study and occupational outlooks to accurately describe program benefits to prospects and stakeholders.
  • Interact professionally with students, faculty, staff, and administrators while demonstrating awareness of the needs of targeted student populations.
  • Manage the program evaluation plan and monitor assessments used for recordkeeping.
  • Coordinate project evaluation and data analysis required by the grant and internal performance monitoring standards.
  • Use performance data to identify areas for improvement and take action to strengthen quality.
  • Ensure documentation of key processes to support consistent and effective implementation of the TRIO program.
  • Select, train, and supervise all Student Support Services staff and student workers.
  • Interview, hire, and train employees; plan, assign, and direct work; appraise performance; and address complaints and resolve problems.
