Requirements
  • Consecutive employment in a position with comparable responsibilities within the past five years.
  • Ability to use a computer to communicate via email.
  • Proficiency in Microsoft Office products, including Word, Excel, PowerPoint, Publisher, and related tools and technology.
  • A BS/BA degree in engineering, science, or business management, or an accredited high school certificate plus eight years of specialized experience in engineering, science, or business management.
  • Fourteen years of directly applicable experience as a senior executive or consultant interfacing and working with organizational executives and senior management, or senior technical or business individuals, in government or industry on strategic, management, technical, or business issues.
  • A professional career demonstrating steady progression through promotions and positions with increasing responsibility.
  • Knowledge of program and project management practices, policies, and procedures.
  • Experience supporting programs and projects through analysis, tracking, monitoring, assessment, review, and coordination.
  • Comprehensive professional knowledge of engineering principles and fundamentals.
  • Experience overseeing or performing operations, maintenance, training programs, or processes in a nuclear facility.
  • U.S. citizenship.
  • Eligibility for Facility Access Authorization, also referred to as Employment Authorization, by the United States Government’s designated Security Office.
  • Ability to submit to and qualify for varying levels of background investigation requirements, up to a Top Secret or Department of Energy Q clearance.
  • Ability to complete a Financial Disclosure Statement if required.
  • Ability to complete required site access, facility access, and training qualifications, including HGET, WTP site access, WTP site qualifications including lockout/tagout, and Roadworker training for full facility access.
Responsibilities
  • Oversee operations procedure and procedure-development programs, including Standard Operating Manuals, Alarm Response Procedures, Abnormal Operating Procedures, and Emergency Operating Procedures.
  • Oversee contractor activities to prepare for and operate the Waste Treatment and Immobilization Project, including establishing procedures, qualifying individuals, ensuring adequate staffing allocation, and verifying that systems support operations.
  • Coordinate identified issues with Office of River Protection engineering, regulatory, and other support staff.
  • Prepare assessment reports and technical reports.
  • Participate in weekly coordination meetings.
  • Document oversight findings to identify compliance deviations, adverse conditions, and opportunities for improvement in accordance with Office of River Protection management system procedures.
  • Oversee procedure-program development and execution of operations procedures.
  • Participate on Integrated Project Teams as requested.
  • Perform physical inspection walkdowns of the plant to verify proper care and custody of equipment and that equipment will support operations.
  • Identify barriers to safe operations.
  • Perform and document program reviews.
  • Process deliverables through the COD Project Lead before internal or external publication.
  • Work during core hours of 0900 to 1430 during the work week, with deviations requiring approval from the designated contracting representatives.
  • Attend meetings, events, site visits, or training activities requiring occasional travel.
Desired Qualifications
  • Master of Arts or Master of Science degree in a relevant field, treated as two years of experience.
  • PhD degree in a relevant field, treated as five years of experience.
  • Periodic training to maintain proficiency in HGET, the Computerized Maintenance Management System, Smart Plant Foundation, Smart Plant for Operations, WTP site qualifications, and Roadworker training.
  • Experience with Adobe Acrobat, data analytics tools, Visio, Access, and Outlook.
