Requirements
  • A Master's degree or similar national academic or Military College qualification in engineering, information systems, aeronautics, operations research, project management, business administration, or related disciplines, or a Bachelor's degree and five years of relevant experience.
  • Three years of experience within the last ten years briefing senior leaders or decision makers.
  • Five years of operational knowledge of Counter-Uncrewed Systems and Counter-Improvised Explosive Devices functions at tactical, operational, or strategic levels within the last twelve years, gained as a military officer or civilian.
  • At least two years of programme or project management experience within the last ten years in a complex and dynamic environment focused on military capability development.
  • At least two years of experience within the last ten years working in a multinational organization or NATO Command Structure or NATO Force Structure, with familiarity with NATO agencies' role in system development.
  • Proficiency in English as defined in STANAG 6001 Standardized Linguistic Profile 3333 or equivalent.
  • Valid national or NATO Secret personal security clearance.
Responsibilities
  • Support the development of Counter-Uncrewed Systems and Counter-Improvised Explosive Devices capability products in accordance with the NATO governance model across Doctrine, Organization, Training, Material, Leadership, Personnel, Facilities, and Interoperability lines of development through the capability life cycle.
  • Support the ACT Joint Effects Capabilities Programme Director and Counter-Threat and Force Protection Project Coordinator in programme-management efforts, including interaction with Counter-Uncrewed Systems and Counter-Improvised Explosive Devices stakeholders from strategic to tactical levels.
  • Support Counter-Uncrewed Systems and Counter-Improvised Explosive Devices-related projects as required by the Joint Effects Capabilities Programme Director and Contracting Officer's Technical Representative.
  • Support the elicitation, capture, development, analysis, evaluation, and traceability of capability requirements.
  • Support the elicitation, capture, development, analysis, evaluation, and traceability of higher- and lower-level requirements, including capability targets, operational requirements, system specifications, and interoperability requirements, across all Doctrine, Organization, Training, Material, Leadership, Personnel, Facilities, and Interoperability aspects.
  • Support the development, analysis, and review of Counter-Uncrewed Systems and Counter-Improvised Explosive Devices-related doctrinal materials, including policies, doctrines, directives, concepts of operation or employment, courses of action, and alternatives.
  • Coordinate synchronization of Doctrine, Organization, Training, Material, Leadership, Personnel, Facilities, and Interoperability development and implementation, and support recommended courses of action to resolve capability-development issues across capability life cycles.
  • Organize and participate in workshops, seminars, conferences, and meetings supporting the activities above.
  • Collaborate with national and international military and civilian organizations, including centers of excellence and academia.
  • Administer Counter-Uncrewed Systems and Counter-Improvised Explosive Devices capability-development programme status information in the electronic environment supporting ACT warfare-development information sharing and coordination.
  • Support interaction with NATO agencies in the context of Counter-Uncrewed Systems and Counter-Improvised Explosive Devices capability-development programmes and capability validation.
  • Identify lessons and best practices and contribute to organizational learning.
  • Support travel to meetings and conferences within and outside NATO boundaries for up to 40 days per year.
  • Perform additional tasks related to programme-management efforts as required by the Joint Effects Capabilities Programme Director and Contracting Officer's Technical Representative.
