- Direct preparation and review of Initial Studies, Negative Declarations, Mitigated Negative Declarations, Environmental Impact Reports, and subsequent California Environmental Quality Act documents.
- Apply the fair argument standard and substantial evidence test to determine environmental significance.
- Assist departments in preparing California Environmental Quality Act compliance documents and integrating findings into Board Item Agendas.
- File California Environmental Quality Act determinations with the County of San Diego Clerk Recorder.
- Administer and implement tiering from the District's Program Environmental Impact Report.
- Prepare and oversee Findings of Consistency, Addenda, Supplemental Environmental Impact Reports, Subsequent Environmental Impact Reports, and Subsequent Mitigated Negative Declarations.
- Evaluate whether projects fall within the scope of previously certified California Environmental Quality Act documents under California Environmental Quality Act Guidelines sections 15162 and 15168.
- Procure, manage, and coordinate California Environmental Quality Act consultants and technical specialists for mitigation monitoring, including tribal, archaeological, paleontological, and biological specialists.
- Integrate California Environmental Quality Act schedules with overall project timelines and Board approval milestones.
- Ensure early involvement of environmental analysis in project planning and design to avoid or reduce impacts.
- Review and process technical consultant proposals, contract notices to proceed, and invoices.
- Develop and implement Mitigation Monitoring and Reporting Programs.
- Ensure mitigation measures are incorporated into project design, construction, and operations.
- Track compliance with adopted mitigation measures through project completion.
- Coordinate with contractors, construction managers, and project managers to ensure District compliance with mitigation requirements, including field monitoring activities.
- Coordinate California Environmental Quality Act public noticing, circulation, and comment response processes.
- Organize and participate in public meetings, scoping meetings, and hearings as required.
- Coordinate with Responsible Agencies, Trustee Agencies, and local jurisdictions.
- Maintain complete and well-documented California Environmental Quality Act administrative records.
- Ensure California Environmental Quality Act findings, statements of overriding considerations, and determinations are legally defensible.
- Support legal counsel in responding to California Environmental Quality Act challenges or litigation.
- Advise District staff, leadership, and the Board on California Environmental Quality Act requirements and risks.
- Provide guidance and training to project managers and departments on California Environmental Quality Act processes and compliance.
- Serve as the internal point of contact for California Environmental Quality Act interpretation and best practices.

↑ 0%Design team picked for new Brentford Fountain Leisure Centre. | News Team - Thursday, September 24, 2026 | Hounslow Council has appointed AECOM, working with FaulknerBrowns Architects, to take forward plans for a new Brentford Fountain Leisure Centre. The team will now develop the design and carry out the technical and planning work needed for the proposed redevelopment of the site. The appointment marks an important step in plans to replace the existing centre, which has served the local community since 1987. Emerging proposals for the new centre include modern swimming pools with moveable floors, interactive water-play facilities, a larger gym, sports hall, fitness studios, improved changing facilities and new family and community spaces. The new centre will be developed with residents, schools and community groups. A second round of engagement is planned for October and November, giving local people the opportunity to respond to the emerging proposals and help shape aspects of the design and user experience. This builds on engagement in 2024-25, when more than 900 people shared their views on what they would like to see from a new leisure centre. Swimming, accessible fitness facilities and family-friendly spaces were consistently highlighted as priorities, and that feedback is now helping to shape the developing proposals. As part of the wider redevelopment, the proposals also include new homes and improved public realm. The residential element will contribute towards the cost of delivering the new leisure centre and reduce the amount the council would otherwise need to borrow. In the meantime, Brentford Fountain Leisure Centre remains open as normal, with no closure date yet set. Councillor Tom Bruce, Cabinet Member for Regeneration and Economic Development at Hounslow Council, said: "Brentford Fountain Leisure Centre has served the community for nearly 40 years - I have visited frequently, both as a child and more recently with my own family. But the building is ageing and no longer fit for purpose. We now have an opportunity to create a modern leisure centre that meets the growing requirements of the area. "Local people have already told us what matters most to them in a new centre, and have given us plenty to consider. As we move into the next stage, we'll continue working with everyone to make sure we get this right. Brentford is already a fantastic place, and it's vital that the investments we're making deliver real benefits for local people." Councillor Salmon Shaheen, Cabinet Member for Environment, Transport and Public Realm, added: "Good local leisure facilities make a real difference to people's health and wellbeing, whether that's learning to swim, keeping fit or being active with family and friends. AECOM shares have fallen 30% over the past six months, underperforming the S&P 500's 16% gain and its industry peers. The infrastructure consulting firm faces significant near-term challenges, including a $337 million charge in its Construction Management business due to subcontractor productivity issues and project delays. Operating cash flow dropped to $169.2 million in the first nine months of fiscal 2026 from $625.5 million the previous year.
