Requirements
  • Possession of a baccalaureate degree from an accredited college or university.
  • One (1) year full-time equivalent experience performing professional-level analytical work in areas such as budgets, contracts, grants, policy, or other functional areas related to the duties of Administrative Analyst positions in the 182X Class series.
  • Substitution: Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major coursework in public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other related fields may be substituted for the required one year of experience; Additional experience may be substituted for the degree on a year-for-year basis (up to 2 years). Thirty (30) semester units or forty-five (45) quarter units equal one year.
  • On-site work is required with some flexibility for telecommute schedules.
  • Education and experience requirements may be supplemented by reviewed guidance on employment application and verification procedures.
Responsibilities
  • Policy Analysts duties include analyzing performance data to identify operational challenges and develop policy recommendations and preparing materials for publication such as policy memos and hearing materials.
  • Key duties for Policy Analysts include understanding department policy priorities and working with elected officials, and tracking relevant local, state, and federal legislation and regulations that may impact the department.
  • Budget Analysts duties include developing budget proposals and financial models, tracking City revenues and expenditures, performing account reconciliation for budget period closing, and presenting analysis to stakeholders.
  • Key duties for Budget Analysts include reviewing and exporting large datasets into reports, compiling budget requests, preparing budget reports and calendars, responding to budget requests and providing customer-service and thought partnership to internal and external partners.
  • Contracts Analysts duties include performing or assisting in the management of contract processes for their department throughout the full procurement process, collaboration with Contract Monitoring Division and City Attorney’s Office, supporting informal and formal bid processes, reviewing compliance, assisting in creating contract documents, and advising department leadership and vendors on contracts.
  • Data Analysts duties include conducting data queries from various databases and disparate spreadsheets, performing data analysis, creating data visualizations and maps for statutory reports, and developing streamlined dashboards using PowerBI, Tableau, or other dashboarding technologies.
  • Finance Analysts duties include analyzing the overall financial condition of a department, interpreting City contracting guidance, preparing financial statements and reports to funding agencies, calculating debt capacity and exploring financing alternatives, and using City financial systems.
  • Grants Analysts duties include reviewing and analyzing internal and external budget requests, learning about grant policies and compliance standards of different grantors, and assisting with grant applications and reporting processes with department program staff.
  • Incumbents may be required to perform the full range of duties listed in the class specification.
