Hong Kong's T+1 shift tests market readiness by 2028.

Hong Kong's T+1 shift tests market readiness by 2028. October 19, 2026 Hong Kong Exchanges and Clearing Limited (HKEX) has confirmed that it intends to shorten the settlement cycle for the city's cash equities market to T+1, aiming for a go-live in the second half of 2028 provided the market is ready and regulators give their approval. The decision follows the publication of HKEX's consultation conclusions on accelerated settlement. The exercise drew 109 non-duplicated submissions from a wide range of participants, including brokers, custodians, investment managers, industry bodies, technology vendors and investors. Most backed the move, pointing to likely gains in efficiency, lower settlement risk, better use of capital and a stronger competitive position for Hong Kong among global financial hubs. Respondents also flagged where the pressure points will be. These included coping with heavier operational workloads as the settlement window narrows, making sure securities are available and ready for settlement on time, raising levels of automation and data quality, and the need for coordinated preparation across the whole industry. To manage the shift, HKEX will deploy a three-tier framework. The first tier focuses on its own post-trade systems and operating model. Planned changes include longer windows for processing Settlement Instructions, extra free-of-payment settlement runs, earlier delivery of risk reports, and real-time instruction input and status updates through an API, alongside real-time matching on the Orion Cash Platform (OCP). The second tier covers new workflow tools. HKEX plans to build a Settlement Profile Repository and a Status Dashboard designed to improve visibility over settlement, increase automation and lift the quality of Standing Settlement Instructions (SSI) data. Discussions with stakeholders will continue on areas such as trade allocation, confirmation matching and the automation of settlement instructions. The exchange operator will also help the Exchange Traded Product (ETP) segment move to T+1 via a dedicated platform that digitises and standardises ETF primary market creation and redemption under the conversion agent model. The third tier addresses readiness across the wider ecosystem. HKEX intends to work with market participants and industry associations, help set up industry working groups and run townhall sessions during 2026 explaining how end-to-end preparation will be coordinated. Southbound Stock Connect trades will also move to T+1, in line with the home market principle, and HKEX will work with China Securities Depository and Clearing Corporation and other relevant parties to manage that change. Alongside the conclusions, HKEX has released an Information Paper and will publish technical specifications on a dedicated webpage. Firms are being urged to start reviewing their systems and operational processes now. Industry-wide testing and readiness assessments will follow later, with the precise switchover date to be confirmed once regulatory approval and market readiness are secured. HKEX CEO Bonnie Y Chan said, "We at HKEX are pleased to be moving ahead with this significant market infrastructure enhancement, with the broad support from participants reflecting a shared recognition of the strategic importance to move Hong Kong's securities market to T+1. By reducing settlement risk, improving capital efficiency and strengthening market resilience, T+1 will reinforce the attractiveness and connectivity of Hong Kong's markets, whilst keeping our infrastructure aligned with the continued evolution of major international markets." HKEX CEO Bonnie Y Chan added, "The transition to T+1 is a market-wide transformation that will require coordinated effort across the entire industry. HKEX is committed to delivering the infrastructure, tools and support needed for implementation, whilst working closely with market participants to ensure readiness. "We sincerely thank all the stakeholders for their very constructive feedback during the consultation process, and we encourage them to start preparing early as we work together towards a smooth and successful transition." HKEX sets roadmap for T+1.

HKEX sets roadmap for T+1. * T+1 settlement launch targeted for second half of 2028, taking into account market feedback * HKEX to adopt three-layer approach to support and facilitate industry's transition to T+1 * Market participants encouraged to begin preparing their systems and operations Hong Kong Exchanges and Clearing Limited (HKEX) is pleased to present its Consultation Conclusions on Accelerated Settlement for the Hong Kong Cash Market, confirming broad market support for advancing Hong Kong's securities market to a T+1 settlement cycle. Taking into account stakeholder feedback, HKEX now targets T+1 implementation in the second half of 2028, subject to market readiness and regulatory approval. The consultation received 109 non-duplicated responses from brokers, custodians, investment managers, industry associations, technology providers, investors and other stakeholders. Respondents showed strong support for the transition to T+1 settlement, recognising its potential to enhance market efficiency, reduce settlement risk, improve capital efficiency and strengthen Hong Kong's competitiveness as an international financial centre. HKEX Chief Executive Officer, Bonnie Y Chan, said: "We at HKEX are pleased to be moving ahead with this significant market infrastructure enhancement, with the broad support from participants reflecting a shared recognition of the strategic importance to move Hong Kong's securities market to T+1. By reducing settlement risk, improving capital efficiency and strengthening market resilience, T+1 will reinforce the attractiveness and connectivity of Hong Kong's markets, whilst keeping our infrastructure aligned with the continued evolution of major international markets." Consultation feedback identified several key focus areas for the transition to T+1, such as managing the increased operational demands from a compressed settlement cycle; ensuring securities availability and settlement preparation in a timely manner; enhancing automation and settlement data quality; and affirming the critical role of industry-wide coordination and readiness. Following careful consideration of the feedback and to facilitate the transition, HKEX will adopt a three-layer implementation framework that covers: * Layer 1: Enhancements to its own post trade infrastructure and operating model * Layer 2: Development of targeted workflow tools and services * Layer 3: Industry-wide coordination on market practices and ecosystem readiness for topics outside of its own infrastructure and operating model In the first layer, HKEX will implement a refined T+1 settlement operation model across its market infrastructure. This includes extending Settlement Instruction processing windows, introducing additional free-of-payment[1] settlement runs, providing risk reports earlier, and enabling real-time Settlement Instruction input and status updates via Application Programme Interface (API), as well as real-time matching through the Orion Cash Platform (OCP). As part of the second layer, HKEX will develop value-added workflow tools, including a Settlement Profile Repository and Status Dashboard, to enhance settlement visibility, automation and the quality of Standing Settlement Instructions (SSI) data. HKEX will continue its engagement with stakeholders on trade allocation and confirmation matching, settlement instruction automation and other use cases that may support wider market adoption. In parallel, HKEX will also support the Exchange Traded Product (ETP) market's transition to T+1 through an ETP platform that facilitates the digitalisation and standardisation of ETF primary market creation and redemption activities under the conversion agent model. Considering the importance of market ecosystem readiness as part of the third implementation layer, HKEX will proactively engage the market, industry associations, and facilitate the establishment of industry working groups. As a start, HKEX will host industry townhalls in 2026 to provide further details on arrangements to support the industry's coordinated end-to-end preparation. The journey to T+1, together with HKEX's measures and the industry's support across the three layers, presents a unique opportunity to streamline and modernise Hong Kong's settlement value chain and cash market. Ms Chan added: "The transition to T+1 is a market-wide transformation that will require coordinated effort across the entire industry. HKEX is committed to delivering the infrastructure, tools and support needed for implementation, whilst working closely with market participants to ensure readiness. We sincerely thank all the stakeholders for their very constructive feedback during the consultation process, and we encourage them to start preparing early as we work together towards a smooth and successful transition." Consistent with the home market principle, Southbound Stock Connect transactions will continue to follow Hong Kong's settlement arrangements and advance to T+1 as well. HKEX will work closely with China Securities Depository and Clearing Corporation and relevant stakeholders to facilitate an orderly transition. To support the market's readiness preparations, HKEX also published an Information Paper and will provide further technical specifications on a dedicated webpage. Market participants are encouraged to begin reviewing and preparing their systems and operational arrangements for the transition to T+1 settlement. Industry-wide testing and readiness assessments will be conducted at a later stage to help market participants familiarise themselves with the new and updated arrangements. HKEX will announce the exact transition date in due course, subject to regulatory approval and market readiness. HKEX introduces S&P 500 & HKEX Tech 100 Index in collaboration with S&P Dow Jones Indices.

HKEX introduces S&P 500 & HKEX Tech 100 Index in collaboration with S&P Dow Jones Indices. Hong Kong Exchanges and Clearing Limited (HKEX) today announced the launch of the S&P 500 & HKEX Tech 100 Index, a new co-branded index developed in collaboration with leading index provider S&P Dow Jones Indices (S&P DJI). The index is designed to measure the performance of leading US-listed companies and largest technology companies listed in Hong Kong. As Hong Kong's equity market continues to grow and evolve, technology and innovation-driven companies are playing an increasingly important role. Meanwhile, investors are looking across markets for broader opportunities and diversification, driving demand for more flexible ways to access global markets. Against this backdrop, the S&P 500 & HKEX Tech 100 Index brings together two complementary market exposures within a single benchmark. It combines the growth potential of Hong Kong's technology and innovation companies with the scale and diversity of the US large-cap market, offering investors broader exposure across geographies, sectors and sources of growth. The index allocates approximately 60 per cent to the HKEX Tech 100 Index and 40 per cent to the S&P 500 and rebalances quarterly. Gregory Yu, HKEX Head of Markets, said: "Innovation is reshaping how companies drive growth and how investors access opportunities. We are delighted to deepen our collaboration with S&P Dow Jones Indices through this new index, which combines Hong Kong's vibrant technology and innovation ecosystem with the breadth of the US large-cap market. By bringing these complementary exposures together in a single benchmark, we are creating new pathways for investors to access opportunities across markets. At HKEX, we are committed to building out our index suite and developing innovative solutions that support the long-term growth and vibrancy of our markets." Robert Ross, Chief Commercial Officer at S&P Dow Jones Indices, said: "As investors increasingly look across markets to capture growth opportunities, there is growing demand for benchmarks that bring together complementary exposures in new ways. We are delighted to collaborate with HKEX to develop the S&P 500 & HKEX Tech 100 Index, combining Hong Kong's dynamic technology sector with leading US large-cap companies in a single, transparent benchmark. The index demonstrates how benchmark innovation can connect distinct market opportunities through a consistent, rules-based framework." The S&P 500 & HKEX Tech 100 Index, launched on 30 September 2026, is designed to support the eligibility of ETFs tracking it for potential inclusion in Southbound Stock Connect. The index will also facilitate portfolio diversification and cross-market capital flows by providing exposure to both the US and Hong Kong equity markets through a single benchmark. The HKEX Tech 100 Index, launched in December 2025, is designed to measure the performance of 100 of the largest Hong Kong-listed companies with high exposure to the six technology themes: artificial intelligence, biotech and pharmaceutical, electric vehicles and smart driving, information technology, internet and robotics. The S&P 500 is widely regarded as the best single gauge of large-cap US equities. The index includes 500 leading companies and covers approximately 85 per cent of available US market capitalization. As of the end of 2025, approximately US$23 trillion was indexed or benchmarked to the S&P 500, including roughly US$16 trillion in passively managed assets.

SFC's Julia Leung maps next phase of Hong Kong liquidity reforms.

SFC's Julia Leung maps next phase of Hong Kong liquidity reforms. Brokers, clearing members and listed issuers will see changes to margin, settlement and board lots as the SFC seeks to build on recent liquidity gains. Get the hottest Fintech Hong Kong News once a month in your Inbox Julia Leung, chief executive of the Securities and Futures Commission (SFC), has set out Hong Kong's next steps to deepen market liquidity. At an ASIFMA conference, she said average daily stock turnover has passed HK$270 billion so far this year. That is 160% higher than in 2023. Leung said that when friction is removed at the right points, liquidity tends to follow. They raised the rebate on cash collateral and halved the fees on non-cash collateral. Since October 2025, the rebate rate on Hong Kong dollar cash has risen 45% in the derivatives market. In the cash market, it is up eightfold. The next major step is cross-market margining, so firms can offset margin across HKEX's clearing houses. Smaller minimum spreads have cut bid-ask spreads by 38% for the first 300 stocks. HKEX will soon set a timeline for T+1 settlement. From November, board lot reform will cover all listed firms. Work is under way on longer trading hours, starting with derivatives. HKEX and the HKMA are testing e-HKD for after-hours margin payments. Turnover in exchange-traded products has grown 3.6 times since 2023. These products make up nearly a fifth of Main Board trades. Leung tied this growth to ETF Connect, which covers 31 ETFs. She also cited new products such as virtual asset spot ETFs. Leung said Hong Kong's progress shows that liquidity is built by design rather than left to chance, with further work still ahead. Hong Kong outlines new liquidity reforms as US market rally pulls funds away. City is pressing ahead with market reforms as a surging US stock market intensifies competition for capital Published: 6:01pm, 9 Oct 2026 Updated: 11:41am, 12 Oct 2026 Hong Kong's securities watchdog is renewing its push to boost market liquidity, setting out further reforms as emerging markets grapple with capital outflow pressure amid a rally in US equities and a strengthening dollar. Speaking at a conference organised by the Asia Securities Industry & Financial Markets Association (Asifma) on Friday, Julia Leung, CEO of the Securities and Futures Commission (SFC), outlined measures ranging from extended trading hours and shorter settlement cycles to cross-market margining and board lot reform aimed at improving market liquidity and efficiency. "The SFC is working with the HKEX [Hong Kong Exchanges and Clearing] to develop margin offsets across its clearing houses," Leung said, adding that the move would free up capital for "more productive" uses. Leung also said the HKEX's clearing house, OTC Clear, would enable same-day settlement for bond deposits and withdrawals later this year, streamlining the process and making non-cash collateral "a more attractive funding pool".
