  • A post-secondary education in environmental planning, environmental policy, environmental science, or a related discipline
  • 10+ years regulatory experience
  • Provincial and Federal Environmental Assessment legislation experience in Quebec.
  • Excellent interpersonal skills, ability to work well with people (staff and clients) and a demeanor that reflects genuine interest in public concerns/interests and the ability to assess complex situations and projects.
  • Proven excellence at all stages of the project life-cycle, from preparing bids to feasibility studies, detailed design and data analysis, and stakeholder management
  • Demonstrated professional judgement and commercial acumen, including identifying, assessing, evaluating and solving problems to brief and budget
  • Robust written and verbal skills, with the ability to communicate complex issues concisely
  • An interest in coaching and mentoring to technically strengthen the team capabilities
  • Recognized technical leadership in environmental impact assessment and permitting in Quebec.
  • Successful development and growth of strong client relationships.
  • Proven experience in project and time management, including preparation of budgets, work programs, proposals, tenders, technical submissions, and reports.
  • Strong project team management skills in a multidisciplinary consulting environment.
  • Ability to mentor and develop staff.
  • Commitment to maintaining a healthy and safe work environment.
  • Practical knowledge of applicable Canadian and Quebec standards, as well as current industry guidelines and practices.
  • Bilingual (French and English*) spoken and written.
Responsibilities
  • Project Team Management: Lead multi-disciplinary project teams in the execution of federal and provincial impact assessments. Provide oversight to project managers on the management of scope, schedule and budget. Direct the approach and strategy for the impact assessment and permitting projects in Quebec.
  • Producing High Quality Deliverables: Ensure the delivery of high-quality reports and proposals that meet GHD standards. Implement operational practices to achieve business performance objectives.
  • Project Derisking: Identify and mitigate potential project risks and communicate those risks to clients. Lead the development of action plans to mitigate project risks.
  • Delivering on Scope and Budget: Work with project managers to plan and control budgets and schedules. Manage project scope and budget effectively, ensuring projects are completed within the agreed budgets. Lead technical service proposals, financial proposals, and bids.
  • Proven Leadership: Demonstrate strong leadership skills, guiding and motivating teams to achieve project goals. Collaborate with the Eastern Canada Business Group Leader regarding project performance and delivery.
  • Client Focus: Support client development in Eastern Canada. Contribute to the development and growth of markets and key clients. Participate in the development and growth of the Eastern Canada Impact Assessment & Permitting team.
  • Technical Expertise: Direct project teams on the technical execution of impact assessments and permitting projects. Think strategically to incorporate shifting federal and provincial regulatory requirements.
  • Experienced in Stakeholder Engagement: Engage with Indigenous and community stakeholders, as well as clients and regulators, to gather feedback and inform project design.
