ProSidian Seeks a Project Controls Cost Estimator - GSSC (Full-Time [W-2]) to support an engagement for the US Dept. of Energy (DOE) Hanford. Preferred candidates present with relevant Government, Public Sector and Infrastructure (Nuclear and Environmental) Sector experience (functional area experience also ideal)
This service supports with relevant Government, Public Sector and Infrastructure (Nuclear and Environmental) Sector experience (functional area experience also ideal) Sector Clients (For Present / Future Requirements) and ProSidian Team Members work as part of a Engagement Team Cadre (Labor Category ) to fulfill FFP - Firm Fixed Price (FFP) Task Order (TO) requirements for a provide critical cost estimating functions to support Startup and commissioning of the WTP Project’s Low Activity Waste (LAW), Balance of Facilities (BOF), Laboratory (LAB) and planning for the High Level Waste (HLW) facility. The SME will support the following scope activities:
We aspire to build and enhance an exceptional and diverse team of high-achievers who always put mission and the spirit of service first. Project Controls Cost Estimator - GSSC Candidates shall work to support requirements for FY2-SB05 WPD Cost Estimation and Project Control Support Swim Lanes and:
- Provide Independent Government Cost Estimates and technical Evaluations for current and future WTP Contract modifications
- Perform REA Cost analyses and support technical analyses.
- Support WTP with DOE EM HQ and DOE MA HQ on technical Evaluations as required.
- Support development/updating of the DOE-WTP Cost Estimating Manual.
- Develop and maintain WPD Cost Estimating procedures and protocols.
- Deliverables shall be accomplished in accordance with ORP procedures and directions provided by the WPD Division Director.

Qualifications
The Project Controls Cost Estimator - GSSC shall have consecutive employment in a position with comparable responsibilities within the past five (5) years, Must be able to use a computer to communicate via email; and proficient in Microsoft Office Products (Word/Excel/PowerPoint) and related tools and technology required for the position. Work products shall be thorough, accurate, appropriately documented, and comply with established criteria. QUALIFICATION REQUIREMENTS:
The contractor shall ensure that personnel supporting this task possess the following qualifications:
- Bachelor’s degree in business administration, finance, Project management or related discipline. Six (6) years of experience in the relevant field may be substituted for a bachelor’s degree.
- Master’s in project management or Project management certifications preferred.
- 5+ years of experience in program or project management.
- Knowledge of DOE policies and procedures.
- Knowledge of Hanford Site mission, activities and priorities is preferred.
- Knowledge of DOE program and project management practices, policies, and procedures.
- Resource will have demonstrated expert knowledge and senior-level experience in the following areas:
- Quantity Development Package process in BNI’s estimating procedures
- BNI’s rate buildup including Project Services, Shared Services and fee within BNI Requests for Equitable Adjustment
- Hanford Site contractor forward pricing rates
- BNI contract
- Integration with other project controls functions including scheduling and risk management.
- Excellent communications skills.
- Experience in utilization of PROPRICER Software
- A knowledge of MS Word, MS PowerPoint, and/or other MS Office tools.
- Identification of any conflicts, potential conflicts, or perceived conflicts of interest with any Hanford Site contractors.
- Fully vaccinated against COVID, a granted exception to vaccination for COVID, or able to meet entry and testing requirements for entrance and work in federal buildings.
- U.S. Citizenship Required - You must be a United States Citizen
- Excellent oral and written communication skills (This employer participates in the e-Verify program)
- Proficient with Microsoft Office Products (Microsoft Word, Excel, PowerPoint, Publisher, & Adobe)
- All ProSidian staff must be determined eligible for a “Facility Access Authorization” (also referred to as an “Employment Authorization”) by the USG’s designated Security Office.

- Must be able to submit to and qualify for varying levels of background investigative requirements, up to a Top Secret or DOE "Q" clearance.
DELIVERABLES
Work products shall be thorough, accurate, appropriately documented, and comply with established criteria. The Contractor shall ensure that duties are performed in a competent and professional manner that meets milestones/delivery schedules as outlined below:
- Weekly Report. This report will address work accomplished, and deliverable progress to be provided to the technical monitor.
- Monthly Report. This report will be a combination of the weekly status reports and shall be submitted with the monthly invoice. The report shall also include:
- Deliverable progress, and date(s) submitted if applicable, submitted within this invoice period.
- Work schedule for employees, to include any leave taken.
TRAVEL: Occasional travel may be required to attend meetings, events, site visits, or other training requirements. Travel is coordinated with the technical point of contact and approved in writing by the Contracting Officer in advance, is allowed, in accordance with Federal Travel Regulations. LOCATION: Work shall be conducted at or in proximity to The Hanford Eastern Washington (Tri-Cities - Kennewick | Pasco | Richland) Area
