Requirements
  • Six years of full-spectrum federal contract experience, including Contract and Procurement Series 1102 experience supporting an acquisition office.
  • A four-year course of study leading to a bachelor's degree that includes or is supplemented by at least 24 semester hours in any combination of accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
  • Must be FAC-C or DAWIA eligible, or possess an equivalent professional contracting certification such as CFCM or CPCM.
  • Knowledge of the Federal Acquisition Regulation and federal contracting procedures.
  • Proficiency with document creation, collaboration, and formatting software, such as Microsoft Word, Excel, SharePoint, and UFMS or similar contracting writing systems.
  • Must be a U.S. citizen.
  • Must be able to obtain and maintain a Public Trust clearance; the investigation involves credit, fingerprint, and law enforcement agency checks.
  • Must be able to work in a hybrid work environment.
Responsibilities
  • Serve as a strategic business advisor to contracting office staff and program offices throughout the acquisition life cycle by independently reviewing acquisition strategies and related documentation and providing expert advice and analysis.
  • Support requirements documentation, including assisting with the development and preparation of pre-award specifications, Statements of Work, Statements of Objectives, Performance Work Statements for performance-based acquisitions, and other requirements documents.
  • Assist with developing Independent Government Cost Estimates.
  • Support market research and market surveys to identify contract and purchasing vehicles or solutions and potential sources, including preparing and posting announcements in electronic procurement portals such as SAM and preparing written reports and documents.
  • Assist with developing and preparing draft Invitations for Bids, Requests for Quotes, Requests for Proposals, and Combined Synopsis/Solicitations, and recommend and prepare terms and conditions as appropriate.
  • Assist with source selection and contract award, including preparing and coordinating reports such as D&Fs and Justifications and Approvals, and distributing and posting contract file documents.
  • Support post-award contract administration.
