Lassen County launches new online public records portal for increased transparency. Thursday, July 16th, 2026 Lassen County has officially partnered with CivicPlus to implement its NextRequest solution, a modern, web-based platform designed to simplify how residents request and access public records. The new portal is aimed at boosting local government transparency and accountability by providing a centralized, user-friendly space for submitting and tracking public records requests. According to a release from the county, the NextRequest platform automates workflows and streamlines request processing behind the scenes. This allows county staff to respond more quickly and consistently to public inquiries while easily adhering to California public records laws and the Freedom of Information Act. "Lassen County's goal is to make government more accessible, transparent, and responsive to the people we serve," the county stated in a press release. "Implementing NextRequest gives our residents an easier way to request public records while helping our staff respond more efficiently and consistently. This investment reflects the County's ongoing commitment to improving customer service and strengthening public trust through greater transparency." What the New Portal Offers With the transition to CivicPlus' NextRequest software, the county expects to: Simplify Request Management: Streamline the entire process so residents can quickly request and retrieve the public information they need. Automate Workflows: Free up staff time with advanced automation tools, allowing departments to focus on delivering timely, high-quality responses. Enhance Inter-Department Collaboration: Improve coordination across various county departments to compile more accurate and complete records. Maximize Resources: Better handle high volumes of requests and manage staff time efficiently, even during peak periods of demand. Eric Grant, CivicPlus Vice President of Product Management, expressed excitement about the partnership. The decision to revisit the service comes after one of the harshest winters in recent history and multiple instances of emergency water shut-offs throughout town. The Town already used CivicPlus perviously, but Town Manager Cindy Yost said there were only 196 users, most of whom were duplicate entries or citizens who live outside town limits. While the Town Council decided to accept the bid from CivicPlus for $4,000 to reinstitute the emergency alert push notifications, Councilmembers raised concerns about the responsibility of signing up for alerts resting on Greensboro residents. Yost explained that the Town does not have all of the contact information necessary to input residents manually, but residents can sign up by clicking the link on the Town's website. The new site features enhanced navigation, improved document search tools, a chatbot powered by artificial intelligence, and accessibility options for users. The updated website is intended to make it easier for residents to access county services and resources. Mayor Richard Bissen said, "Our goal in redesigning our website was to better reflect our unique community and make it easier for residents to access County services and resources. It's one more step in our ongoing commitment to improving how people connect with their government and get the support they need." Some of the key improvements include a new layout with icon buttons for frequently visited pages, self-service portals for payments and online services, an AI-powered chatbot tool, enhanced document search capabilities, redesigned graphics with thematic colors and symbolism, as well as accessibility tools such as AudioEye and DocAccess that translate documents or convert PDFs into screen reader-compatible formats. Director of Communications and Government Affairs Laksmi Abraham said the project marked the first major redesign of the county's website in over ten years. "Modernizing our digital platforms is critical to our broader goal of strengthening communication tools across the County and improving how we share information and connect with our community," she said. County Chief Technology Officer Kim Albright highlighted CivicPlus' content management system as providing industry-leading features: "CivicPlus' content management system provides a set of industry-leading features, well-designed layout and functionality, giving our team the tools to deliver timely, accurate and accessible information to the public," Albright said. "It allows us to manage content more efficiently, improve the user experience and ensure our website remains responsive to the needs of our community." The system is intended to provide residents with timely, actionable information during emergencies, delivered through their preferred method of communication.
