Requirements
  • A minimum of four years of clinical or health care experience, including at least two years performing quality improvement analysis or project coordination functions.
  • A bachelor's degree in science or a health or healthcare-related field from an accredited institution.
  • A Certified Professional of Healthcare Quality (CPHQ) certification or another recognized quality improvement certificate, or the ability to obtain one within one year of hire and maintain it through employment.
  • An active, unrestricted, and unencumbered Registered Nurse license issued by the California Board of Registered Nursing is required.
  • Working knowledge of healthcare quality performance and measurement sets, including Centers for Medicare & Medicaid Services quality withhold, Managed Care Accountability Set, National Committee for Quality Assurance Quality Improvement Standards, and Healthcare Effectiveness Data and Information Set.
  • Ability to apply continuous-improvement tools and work-process redesign.
  • Knowledge of advanced clinical processes or hospital operations.
  • Knowledge of the local healthcare market, patient demographics and needs, and plan-specific information.
  • Proficient use of all Microsoft Office applications, especially Excel and PowerPoint.
  • Ability to read and interpret data.
  • Ability to manage and prioritize assigned tasks and work efficiently under pressure to meet deadlines in a fast-paced environment.
  • Ability to support basic facilitation techniques within quality improvement project groups.
Responsibilities
  • Participate in departmental and cross-functional teams, including IEHP and external stakeholder workgroups focused on quality improvement projects.
  • Assist in tracking progress for improvement efforts related to hospital value-based incentives, including P4P, VBI, and VBP, network-wide CMS Star Ratings, and specific performance metrics.
  • Coordinate activities that foster working relationships with contracted hospitals, skilled nursing facilities, hospice agencies, providers, and other external partners to encourage participation in quality improvement groups.
  • Help organize forums for shared learning and best-practice exchange to improve patient care outcomes.
  • Apply knowledge of clinical processes or hospital operations to support activities intended to improve CMS Star Ratings, HEDIS, CAHPS, HOS, P4P, and other targeted performance measures.
  • Gather and compile information on evidence-based practices, national and regional benchmarks, and industry standards, and help integrate the findings into improvement initiatives.
  • Track and monitor improvement activities through ongoing analysis of measured outcomes and report findings.
  • Compile and summarize performance-outcomes data and draft initial feedback for senior staff review before distribution to external partners.
  • Use performance-improvement methodologies, including Plan-Do-Study-Act, to support rapid-cycle improvement projects.
  • Participate in outreach initiatives and document barriers, challenges, resolution activities, and outcome-improvement efforts.
  • Assist with maintaining and organizing annual quality improvement program documents, compliance audits, policies and procedures, and related evaluations.
  • Support the development and delivery of quality improvement training materials and problem-solving tool workshops for quality improvement teams and stakeholders.
  • Lead assigned intradepartmental quality improvement teams, programs, projects, and initiatives.
  • Enhance the delivery and efficiency of external-facing quality improvement initiatives through technological advancement and internal-facing process improvement.
  • Translate data into meaningful information, draw conclusions, and relate findings to industry standards.
  • Provide recommendations to departmental stakeholders and the Quality Improvement Leadership Team regarding performance gaps, program implementation, and performance outcomes.
  • Perform other duties required to support health plan operations and department business needs.
