Requirements
  • A Bachelor's Degree in civil or environmental engineering is required.
  • A Professional Engineer (P.E.) license in North Carolina is required.
  • At least 10 years of experience in civil engineering, including at least 4 years in a management role, is required.
  • In-depth knowledge of local, state, and federal environmental compliance regulations, including the United States Environmental Protection Agency, North Carolina Department of Environmental Quality, American Water Works Association, Army Corps of Engineers, and North Carolina Department of Transportation, is required.
  • Experience managing projects using hydrologic and hydraulic modeling software such as HEC-HMS, HEC-RAS, or SWMM is required.
  • Expertise interpreting and supporting clients with NPDES permits, including MSGP, MS4, individual discharge, water quality standards, spill prevention, and other Clean Water Act regulations is required.
  • Strong management skills, including participation in management meetings, strategic planning, and establishing revenue goals and departmental or office budgets, are required.
Responsibilities
  • Lead and manage compliance with engineering projects and staff.
  • Analyze workloads to manage the design and engineering staff schedule and ensure project deadlines are met.
  • Allocate tasks and resources based on project requirements and team capabilities.
  • Monitor and adjust schedules as needed to address project changes or delays.
  • Oversee quality assurance and quality control processes for design plans, permitting, hydrology and hydraulics modeling, and deliverables.
  • Ensure all designs meet regulatory standards and project specifications.
  • Conduct regular reviews and audits to maintain high-quality standards.
  • Lead the development of engineering technical memoranda, reports, drawings, specifications, project-related documents, plans, and compliance reports.
  • Perform and oversee hydrologic and hydraulic modeling using HEC-HMS, HEC-RAS, or SWMM.
  • Produce material quantities, cost estimates, specifications, and other documents necessary for construction implementation.
  • Manage project budgets and ensure staff hours remain within financial constraints.
  • Design and provide construction support for municipal and private development projects involving green infrastructure, sediment and erosion control, utility services, stormwater management, wastewater systems, and grading design.
  • Maintain positive client relationships through clear communication and reliable project delivery.
  • Collaborate with business development staff to identify and pursue regional opportunities.
  • Manage engineering staff and projects.
Desired Qualifications
  • Experience using AutoCAD Civil 3D for civil engineering-related projects, including stormwater and hydraulic design.
  • Design experience with grading and site design, green infrastructure, stormwater management, and hydraulic modeling.
  • A proven track record of successful interactions with regulatory agencies.
