POSITION OVERVIEW

The Qualified Intellectual Disabilities Professional (QIDP) – ICF is responsible for the development, implementation oversight, and regulatory compliance of Individual Service Plans (ISPs) for individuals residing in an Intermediate Care Facility for Individuals with Intellectual Disabilities (ICF/IDD).

This role ensures that services meet federal ICF/IDD regulations, active treatment standards, and

all applicable Department of Health (DOH) and DDS requirements. The QIDP serves as the clinical lead for assigned individuals and is accountable for ensuring documentation, interdisciplinary coordination, and service implementation meet survey readiness standards at all times.

This is a high-compliance, high-accountability role requiring detailed knowledge of ICF regulations and active treatment requirements.

This position includes mandatory in-person onboarding and training prior to independently performing job duties.

SCOPE OF RESPONSIBILITY & SERVICE ENVIRONMENT

Applicants should be comfortable with the following realities of the position:

• Managing a caseload of individuals residing in an ICF/IDD setting

• Ensuring services meet federal ICF regulations and active treatment standards

• Developing and updating ISPs in accordance with ICF interdisciplinary requirements

• Conducting frequent service observations and documentation reviews

• Reviewing data collection weekly to ensure active treatment compliance

• Participating in and preparing for DOH surveys and regulatory inspections

• Coordinating closely with nursing, medical, behavioral, and therapeutic professionals

• Addressing deficiencies identified during audits or surveys with corrective action follow-through

• Maintaining survey readiness at all times

This role requires comfort with regulatory scrutiny, documentation precision, and continuous quality oversight.

Reports To: Program Manager / Director of Residential Services

Supervises: Functional oversight of RCs, FCs, DSPs, and interdisciplinary team coordination (no direct HR disciplinary authority unless designated)

Performance Reviews

• 90-Day Probationary Review

• Annual reviews thereafter

• Additional reviews as needed

ESSENTIAL RESPONSIBILITIES

ISP Development & Active Treatment Oversight

• Develop and update ISPs in accordance with ICF/IDD federal regulations

• Ensure goals are measurable, time-limited, and consistent with active treatment standards

• Participate in interdisciplinary team meetings and care planning

• Monitor implementation of programs to ensure services are not custodial but therapeutic in nature

• Review data collection weekly to ensure compliance and effectiveness

Regulatory Compliance & Survey Readiness

• Ensure documentation aligns with ICF/IDD regulatory requirements

• Participate in DOH surveys, audits, and regulatory reviews

• Respond to deficiencies and assist in development of Plans of Correction

• Maintain documentation and records in accordance with federal and local standards

• Coordinate with QA and leadership teams to support continuous compliance

Interdisciplinary Coordination

• Work closely with nurses, physicians, therapists, psychologists, and other professionals

• Monitor medical, behavioral, and therapeutic supports for integration into the ISP

• Ensure communication across disciplines is documented and timely Staff Guidance & Technical Assistance

• Provide technical assistance to RCs and DSPs on active treatment implementation

• Observe programming and provide corrective guidance

• Address documentation deficiencies and escalate concerns appropriately

Court & External Representation (if applicable)

• Prepare Court Reports when required

• Interact professionally with families, advocates, attorneys, DDS Service Coordinators, and QRS personnel

Requirements

REQUIRED EDUCATION & EXPERIENCE

• Bachelor’s degree from an accredited college or university in Social Services, Human Services, or related field (required)

• Master’s degree preferred

• Minimum one (1) year of experience in ICF/IDD or regulated residential services preferred

• Experience with active treatment documentation and regulatory compliance strongly preferred

• Experience working within interdisciplinary medical and clinical teams

• Strong written and verbal communication skills

• Proficiency in Microsoft Office and electronic health record systems

REQUIRED CERTIFICATIONS & TRAINING

• CPR & First Aid (Required)

• Crisis Prevention / Intervention Training (Required)

• Must meet DC DDS and federal requirements for QIDP designation in an ICF setting

• Maintenance of current Health Certificate

• Successful completion of all required DDS, DOH, and federal regulatory training

MANDATORY PRE-EMPLOYMENT TRAINING & ONBOARDING REQUIREMENTS

All candidates selected for this position must complete a mandatory, in-person onboarding and training program as a condition of employment.

• Training is 5 consecutive days

• Conducted in person

• 6–8 hours per day

• Stipend provided

• Completion required prior to independent duties

Candidates must also consent to and successfully complete:

• Statewide and national criminal background investigations

• DMV record review

• Random drug testing

Failure to provide required documentation will delay or prevent the start of employment.

PHYSICAL & ENVIRONMENTAL REQUIREMENTS

• Ability to work in a regulated residential facility environment

• Ability to observe service delivery and review documentation onsite

• Ability to travel within Washington, DC as required
