Requirements
  • A bachelor's degree from an accredited four-year college or university in Accounting, Finance, Business Administration, Public Administration, or a related field; relevant education and experience may be substituted year for year.
  • One year of relevant work experience in financial management, bookkeeping, or budget preparation and analysis; relevant education and experience may be substituted year for year.
  • Knowledge of local, state, and federal laws and regulations relevant to the Budget Division.
  • Knowledge of public administration principles and practices.
  • Knowledge of legislative appropriation requests, annual operating budget processes, performance measurement, and reporting.
  • Knowledge of accounting, budgetary, and management principles, practices, and procedures; forecasting methodologies; and automated accounting, budgeting, and forecasting programs.
  • Skills using Microsoft Office programs, including Word, Excel, and Access; internet, email, word processing, spreadsheet, presentation, and database software; and a computer and applicable software.
  • Ability to maintain the security or integrity of critical infrastructure within Texas and meet agency in-office requirements.
  • Ability to analyze fiscal management information, determine appropriate use of funds, perform statistical analyses, communicate effectively, identify and develop budget reports and schedules, analyze management problems, and develop and present solutions.
  • Ability to adhere to work schedules, follow leave procedures, and submit accurate timesheets by prescribed deadlines.
  • Ability to make mature, objective decisions and identify potential problem areas; interpret policies, procedures, and regulations; and perform routine and non-routine assignments accurately and on time with little or no supervision.
  • Ability to adapt effectively and willingly to changes in work scope, nature, or environment; improve work habits or output; and complete assigned work on time, neatly, and with infrequent errors.
  • Ability to provide prompt, courteous, accurate assistance and communicate clearly and concisely, verbally and in writing, with stakeholders; work cooperatively in a team; and manage multiple tasks.
  • Ability to stand, sit, and move to retrieve or replace files in a large file system, including handling boxes up to 30 pounds.
  • Ability and willingness to travel 5% of the time, primarily within Texas; operate a state or personal vehicle for state business; and maintain a driver's license and driving record that comply with state and agency requirements.
  • Ability to work shifts that may exceed eight hours, including early mornings, nights, and weekends.
  • Ability to train others.
Responsibilities
  • Prepare, review, and analyze budgets and performance measures, and monitor budgets and program performance.
  • Maintain confidential and sensitive information.
  • Maintain individual and team electronic and hard-copy files and dispose of them in a timely manner in accordance with agency records-retention procedures and schedules.
  • Maintain required certifications and licenses and meet continuing education requirements, including attending mandatory training courses.
  • Operate a state or personal vehicle for business purposes when required.
  • Perform other duties as assigned.
Desired Qualifications
  • Experience using Microsoft Excel, including pivot tables, macros, and complex functions.
  • Experience with the Automated Budget Evaluation System of Texas (ABEST).
  • Experience with state and federal laws relevant to budget work.
  • Experience in budget preparation and maintenance, financial analysis, expenditure review, federal funds, and financial reporting.
  • Experience performing routine and non-routine assignments accurately and on time with little or no supervision.
