Requirements
  • A bachelor's or master's degree in International Relations, Defence/Strategic Studies, Political Science, Emergency Management, or a related field, or equivalent professional experience.
  • At least 5 years of experience in military exercise planning, collective training, or defence transformation initiatives.
  • Familiarity with NATO exercise planning processes and documents, including the NATO Warfighting Capstone Concept, Warfare Development Agenda, Bi-SC Collective Training & Exercises Directive, and SACEUR's Guidance on Education, Training, Exercises, and Evaluation.
  • Ability to draft professional-level planning documents, reports, and campaign plans.
  • Proficiency with Microsoft Office Suite and collaborative platforms.
  • Strong organizational and project management skills.
  • Excellent oral and written communication skills.
  • Demonstrated English proficiency at STANAG 6001 Standardized Linguistic Profile 3333 or equivalent.
  • Valid National or NATO Secret personal security clearance.
Responsibilities
  • Support Warfare Development Integration by assisting ECAB with integrating Warfare Development priorities, Multi-Domain Operations objectives, and future warfighting requirements into NATO's exercise enterprise through a coordinated multi-year programme of work.
  • Support integration and governance by assisting ECAB with governance, synchronization, and strategic alignment across NATO's exercise enterprise.
  • Participate in planning conferences, workshops, and coordination events to integrate warfare development themes and priorities.
  • Support the development, refinement, and documentation of exercise-related campaign plans, concepts, and supporting products.
  • Support Warfare Development Exploitation by using exercises to identify capability gaps, refine concepts, assess emerging capabilities, and support future force development through Warfare Development in Exercises and Warfare Development Exploitation Teams.
  • Identify, refine, and document themes and candidate activities for Warfare Development Exploitation initiatives.
  • Assist ECAB with integrating Audacious Training Lines of Effort, AI-enabled capabilities, experimentation, innovation initiatives, and JATEC participation into NATO exercises.
  • Support after-action reviews and lessons-learned processes by drafting formal reports and recommendations.
  • Contribute to rolling programmes of work for Warfare Development in Exercises and related initiatives.
  • Coordinate with NATO entities, partners, and external stakeholders as required.
  • Track, consolidate, and report branch contributions to NATO-level guidance, including SACEUR's Guidance on Education, Training, Exercises, and Evaluation.
  • Maintain records, schedules, and document repositories.
  • Provide regular progress updates to the designated Project Lead and Contracting Officer's Technical Representative.
  • Support the Branch Head as required and represent ECAB at meetings and conferences within and outside NATO boundaries.
  • Perform additional tasks directed by the Contracting Officer's Technical Representative that are consistent with the assigned labor category and within the scope of the contract.
