Requirements
  • A bachelor's degree in Engineering, Construction Management, Architecture, Environmental Studies, Planning, or equivalent is required; extensive relevant environmental planning management experience may substitute for education.
  • At least 5 years of progressively responsible CEQA or environmental planning experience, including experience managing CEQA projects.
  • Knowledge and application of master planning, architecture and engineering services, CEQA, engineering and planning professional-services consultant solicitations, documentation, engineering and construction principles, contracts, and delivery methods.
  • Personal experience preparing or reviewing CEQA documents, with technical expertise in Environmental Impact Reports, Mitigated Negative Declarations, Initial Studies, current CEQA guidelines, and case law.
  • Experience leading CEQA projects, including scope, schedule, budget, and deliverables.
  • Strong computer skills and familiarity with Microsoft Office Suite products, Prolog, and Primavera.
  • Proficiency with document control systems.
Responsibilities
  • Manage the production of environmental documents, including Initial Studies, Negative Declarations and Mitigated Negative Declarations, Environmental Impact Reports, permit applications, plans, technical reports, and related documents.
  • Conduct environmental reviews and analyses and prepare CEQA-related documents, letters, and other environmental documents.
  • Provide direction to project managers regarding compliance with state and federal laws, regulations, and policy.
  • Coordinate technical studies and consult with agencies and institutions involved in environmental analysis, management, planning, regulation, investigation, and research.
  • Prepare environmental permit applications and plans.
  • Oversee the development of Phase I and Phase II compliance reports and historic evaluations by contracted vendors.
  • Manage scientific and technical consultants.
  • Prepare Initial Studies for proposed projects.
  • Determine project compliance and environmental impacts.
  • Oversee environmental services and act as project lead for CEQA-related activities.
  • Review CEQA documents and evaluate and comment on technical reports.
  • Review Environmental Impact Reports and other documents to determine the effects of proposed activities on environmental health and the environment.
  • Meet and confer with individuals and groups to obtain compliance with California and federal environmental laws and regulations.
  • Coordinate field work, including biological surveys, habitat assessments, vegetation mapping, and state and federal waters delineations on California projects.
  • Direct field team management and review specialized site assessments.
  • Develop and manage project budgets, schedules, proposals, task orders, and contract compliance.
  • Direct preparation of Negative Declarations, Environmental Impact Reports, Environmental Assessments, Environmental Impact Statements, and supporting technical studies.
  • Oversee multiple projects simultaneously within scope, schedule, and budget expectations and ensure quality standards for project deliverables.
  • Coordinate records reviews, site visits, and physical soil, water, and vapor testing as needed to understand environmental site conditions.
  • Prepare environmental permit applications, plans, Phase I and Phase II reports, historic evaluations, and other compliance documents.
  • Provide subject-matter expertise on local, state, and federal laws and regulations related to natural resources management and environmental planning.
  • Perform other required duties.
Desired Qualifications
  • Professional Engineer certification.
  • American Institute of Certified Planners certification.
