Requirements
- Have consecutive employment in a position with comparable responsibilities within the past five years.
- Be able to use a computer to communicate via email and be proficient in Microsoft Office products, including Word, Excel, and PowerPoint, and related tools and technology required for the position.
- Have a bachelor's degree in a related field of study.
- Have substantial demonstrated experience with DOE O 422.1 Conduct of Operations programs; construction safety and oversight; DOE assessment processes, techniques, and tools; and Hanford Tank Farms and/or Waste Treatment & Immobilization Plant processes and mission.
- Have a fundamental understanding of nuclear, mechanical, electrical, chemical, and physical science concepts and their application to facility operations, environmental cleanup, facility decommissioning and demolition, waste management, and associated safety management programs.
- Have experience in safety inspections, incident investigation, causal analysis, management review and appraisal techniques, and quality assurance.
- Be capable of reading, interpreting, and understanding regulations associated with the DOE, Environmental Protection Agency, Occupational Safety and Health Administration, Nuclear Regulatory Commission, state and local authorities, and related industry standards from the American Society of Mechanical Engineers, Institute of Electrical and Electronics Engineers, and American National Standards Institute.
- Be a U.S. citizen.
- Have proficiency with Microsoft Office products, including Word, Excel, PowerPoint, and Publisher, and Adobe.
- Be eligible for a Facility Access Authorization (Employment Authorization) determined by the U.S. Government's designated Security Office.
- Be able to submit to and qualify for varying levels of background investigative requirements, up to Top Secret or DOE Q clearance.
- May be required to complete a Financial Disclosure Statement.
Responsibilities
- Plan and perform assessments of policies, programs, procedures, and processes related to operations, maintenance, testing, and facility readiness to support the ORP Operations Oversight Division; assignments may cover Hanford Tank Farms facilities and/or the Waste Treatment & Immobilization Plant.
- Perform document reviews and field observations of work activities to collect data supporting assessment evaluations and conclusions.
- Provide field oversight of assigned facilities to ensure facility contractors properly implement contractual requirements, provide a safe work environment, and conform to overall DOE safety performance standards and principles.
- Document operational awareness and surveillance reports for assigned facilities in the DOE integrated Contractor Assurance System database, detailing oversight activities including document reviews, field observations, and personnel interviews.
- Provide verbal communications, primarily briefs to the OOD Director, Team Leads, and Facility Representatives, regarding activities performed in support of AMSQ.
- Evaluate the effectiveness of corrective actions.
- Attend training, meetings, and discussions relevant to ongoing oversight activities.
- Support the Facility Representative Program through activities such as mentoring, training preparation, compiling metrics, and procedure review and updates.
- Interface with DOE-ORP/RL subject matter experts.
- Perform administrative functions as needed.
- Complete required training based on assigned facilities, as identified by the OOD Director.
- Produce thorough, accurate, appropriately documented work products that comply with established criteria and meet milestones and delivery schedules.
- Submit a weekly report addressing work accomplished and deliverable progress to the technical monitor.
- Submit a monthly report with the monthly invoice, combining weekly status reports and detailing deliverable progress and submission dates during the invoice period, along with contractor employees' work schedules and any leave taken.
- Travel occasionally for meetings, events, site visits, or training when coordinated with the technical point of contact and approved in writing in advance by the Contracting Officer.
Desired Qualifications
- Relevant Government, Public Sector, and Infrastructure sector experience, including nuclear and environmental experience, is preferred; functional-area experience is also ideal.
- Advanced Excel, Access, Outlook, PowerPoint, and Word skills; proficiency with Adobe Acrobat, data analytics tools, and Visio; and the ability to quickly learn other tools are ideal.
