Requirements
- Have consecutive employment in a position with comparable responsibilities within the past five years.
- Be able to use a computer to communicate via email and be proficient in Microsoft Office products, including Word, Excel, and PowerPoint, and related tools and technology required for the position.
- Have a minimum of three years of Federal Logistics Management experience.
- Be knowledgeable and proficient in USCG support databases, including Asset Logistics Management Information System, Asset Maintenance Management Information System, NESSS, Fleet Logistics System, ACMS, CMplus, Federal Logistics System, and SFLC Central.
- Have an Associate’s Degree or equivalent, or higher.
- Have a minimum of five years of leadership experience leading a Logistics Management Team.
- Have a minimum of three years of experience with ALMIS, AMMIS, NESSS, FLS, and FedLOG, and three years of IMS or ES/QA Equipment Specialist and Quality Assurance experience under the USCG Modernized construct, as relevant to the task.
- Have excellent oral and written communication skills.
- Be proficient with Microsoft Office products, including Word, Excel, PowerPoint, Publisher, and Adobe.
- Be determined eligible for a Facility Access Authorization by the USG-designated Security Office.
Responsibilities
- Work with USCG Centers of Excellence and Product Lines on lifecycle support of systems to prevent interruption of maintenance and mission.
- Review inventories and maintenance requirements for C3CEN-supported systems and recommend adjustments.
- Provide customer support to Coast Guard field units to promptly resolve maintenance and logistics questions.
- Monitor stock availability and recommend actions necessary to maintain mission requirements.
- Respond to requests for excess material at field-unit level and prepare validation and valuation packages to establish due-in for return of reusable material.
- Review Engineering Change Proposals and provide recommendations before submission to a Configuration Control Board; analyze configuration and supply data to identify and correct discrepancies; and assist in stock control.
- Incorporate Software Development Life Cycle documentation in accordance with COMDTINST 5230.66 and C4IT SDLC Policy.
- Manage equipment using one or more of the following databases: Navy Configuration Data Managers Database–Open Architecture, Seamless Product Information, Data Exchange, and Repository, and the NITRA compiler/parser.
- Provide quality assurance reviews of Product Line and Core Technology maintenance and supply plans, and identify and correct deficiencies in required logistic support elements for C3CEN-supported systems.
- Collaborate with Product Line and Core Technology Item Managers on parts management and establishing field-level allowances.
- Enter data into Asset Computerized Maintenance System and/or Fleet Logistics System.
- Assist in collecting, analyzing, and preparing required technical data and documentation, including developing desk guides and standardized configuration drawings.
- Review engineering data, job aids, technical guides and documents, desk guides, and illustrated parts breakdowns before field implementation to ensure consistent product quality; technically edit documents and identify and prepare illustrations and images.
- Participate in supportability analysis, including Failure Mode Effects and Criticality Analysis and Level of Repair Analysis.
- Assign tasks to other Equipment and Quality Assurance personnel in the Lead ES/QA role.
- Maintain the ES Desk Guide (CDRL 009) for use by C3CEN Government or contractor personnel assigned ES duties.
- Travel as coordinated with the technical point of contact and approved in writing by the Contracting Officer in advance, in accordance with Federal Travel Regulations.
