Virginia Retirement System

View

Virginia Retirement System (VRS) is the state system that manages retirement, disability, and survivor benefits for Virginia’s public servants, including teachers and state employees. Members and their employers contribute to retirement funds, which are invested and managed to pay future benefits. The funds are kept as independent trusts and overseen by a board with appointments shared by the Governor and the General Assembly. This makes VRS different from private pension plans because it is a government-run system with publicly controlled trusts and governance. Its goal is to provide stable, predictable financial support for its members and their beneficiaries throughout retirement and after.

What believers are saying

  • VRS earned 12.1% in FY2026, lifting market value to $135.2 billion.
  • State employee and teacher plans are about 85% funded, improving employer confidence.
  • Investment earnings still fund about two-thirds of benefits, reducing immediate contribution pressure.

What critics are saying

  • VRS still carries roughly $15.1 billion unfunded liabilities, pressuring contributions and benefits.
  • One-, three-year returns trailed benchmarks as of June 30, 2026, weakening credibility.
  • Benefit expansion fights in the 2026 General Assembly can worsen liabilities and crowd budgets.

What makes Virginia Retirement System unique

  • Constitutionally separate trusts make VRS insulated from Virginia budget raids and political reallocation.
  • VRS manages $135.2 billion for nearly 860,000 members across state and local employers.
  • Legislative governance and mandatory employer participation give VRS a captive, statewide funding base.
