Requirements
  • Fluency in French, both spoken and written.
  • A university undergraduate degree in information technology, business administration, management, or a related field.
  • At least seven years of experience in project planning, project control, or project management.
  • At least three assignments, each lasting a minimum of one year, on large-scale organizational information technology projects in a PCO capacity.
  • Experience with organizational transformation programs or projects, ideally in a technology, public-sector, or parapublic context.
  • Knowledge of traditional, agile, and hybrid project-management methods, frameworks, and best practices.
  • Experience with Microsoft project-management tools for planning, monitoring, reporting, and producing management information.
  • Ability to consolidate, analyze, and present reliable, coherent, and structured management information.
  • Ability to produce progress reports, dashboards, performance indicators, and management analyses.
  • Ability to support project leads, managers, and governance bodies in preparing accountability reporting.
  • Understanding of tracking project scope, schedules, costs, risks, dependencies, and benefits.
  • Ability to organize, coordinate, analyze, synthesize, and work rigorously.
  • Strong written and verbal communication skills.
  • Ability to manage multiple priorities simultaneously in a complex, multi-team, multi-partner environment.
Responsibilities
  • Support integrated project planning, including prioritization, capacity management, and resource allocation.
  • Collaborate with project leads to develop, update, and monitor project plans.
  • Monitor project progress, including scope, schedules, costs, risks, dependencies, and benefits, in support of the responsible project lead.
  • Ensure the integrity and quality of planning data in project-management tools.
  • Contribute to project initiation, monitoring, and closure activities.
  • Establish and maintain information-technology project-portfolio governance mechanisms consistent with organizational directions and practices.
  • Participate in preparing and facilitating governance and accountability meetings, including monitoring, portfolio, and decision-making committees.
  • Produce dashboards, progress reports, and performance indicators required by governance bodies.
  • Prepare presentations, monitoring documents, and minutes for committees.
  • Track decisions, actions, outstanding items, and commitments.
  • Contribute to improving portfolio indicators and monitoring mechanisms.
  • Support project leads in ensuring project compliance with current organizational, methodological, and regulatory requirements.
  • Analyze project compliance with project-management frameworks, processes, and best practices.
  • Perform quality controls on project-management deliverables.
  • Ensure traceability of decisions, actions, risks, issues, and relevant management information.
  • Identify variances, recommend appropriate corrective actions, and follow up on them.
  • Participate in quality-assurance activities for management information and project documentation.
  • Consolidate and analyze management information from project teams to ensure its quality, consistency, and reliability.
  • Track project effort, costs, commitments, and financial information.
  • Produce and maintain management dashboards containing performance indicators, progress status, risks, issues, and items requiring particular attention.
  • Perform necessary reconciliations between project data and available financial data.
  • Participate in trend analysis, forecasting, and variance control.
  • Produce financial indicators and reports to support decision-making.
  • Support project leads, Scrum Masters, Release Train Engineers, and other stakeholders in applying traditional, agile, and hybrid project-management practices.
  • Use and support the use of project-management and monitoring tools recommended by the project-management office, including Azure DevOps and corporate monitoring tools.
  • Act as a resource for using project-management tools, templates, and methodologies.
  • Guide project leads in applying organizational processes and standards.
  • Contribute to continuous improvement of project- and portfolio-management processes, tools, and practices.
  • Collaborate with communities of practice, centers of excellence, and internal project-management initiatives.
  • Promote standardized project-management practices within the information-technology portfolio division.
  • Provide advisory support to stakeholders on project monitoring, control, and governance.
Desired Qualifications
  • Experience in a context comparable to the information-technology portfolio division or in an organization the size of Santé Québec.
  • Advanced knowledge of Microsoft Dynamics, Azure DevOps, and other Microsoft project-management tools.
  • Knowledge of the information-technology field.
  • Experience with Agile project management, including Scrum, Scrumban, Kanban, Disciplined Agile Delivery, or Scaled Agile Framework, or with hybrid Agile/Waterfall approaches.
  • Experience producing dashboards, monitoring project portfolios, or preparing organizational accountability reports.
  • Experience in the healthcare and social-services sector.
  • Experience in a large public- or parapublic-sector organization.
  • Agility certification.
  • Scrum certification.
  • Scaled Agile Framework certification.
  • PMI Agile Certified Practitioner certification.
  • Project Management Professional certification.
  • Certified Associate in Project Management certification.
  • PRINCE2 certification.
  • Microsoft Project, Microsoft Power Platform, or another relevant certification related to Microsoft project-management tools.
