Requirements
  • A degree in Quantity Surveying, Construction Management, Engineering, or another construction-related degree.
  • Five years of experience delivering civil infrastructure or construction projects.
  • Chartered status with the Royal Institution of Chartered Surveyors and/or the Australian Institute of Quantity Surveyors, or registration with active progress toward obtaining chartership.
  • A strong understanding of major contract forms, including AS2124, AS4000, and NEC.
  • Strong commercial and financial acumen with strong attention to detail.
  • The ability to work on multidisciplinary projects.
  • Strong interpersonal skills to liaise positively with key stakeholders and support delivery of client solutions.
  • Willingness to participate in business-development activities and drive further business for FSC.
Responsibilities
  • Prepare detailed cost estimates, bills of quantities, and tender submissions.
  • Monitor and manage project costs, budgets, and cash flow to maintain accurate financial performance.
  • Procure and administer subcontracts, including the monthly claims process, in accordance with delegated authority.
  • Assess and manage variations, progress claims, payment schedules, and subcontractor invoices.
  • Conduct cost forecasting, financial reporting, and end-of-month commercial reviews.
  • Assist with procurement of materials and maintain accurate records for cost tracking.
  • Contribute to project planning, cost-risk analysis, and resource allocation.
  • Develop and maintain relationships with clients, contractors, suppliers, and other project stakeholders.
  • Support contractual compliance by reviewing, interpreting, and administering contract terms.
  • Plan, deliver, and hand over projects throughout Victoria across the project lifecycle, from procurement and contract administration through closeout and final accounts.

It licenses and oversees firms, enforces rules, and sets standards to maintain orderly markets and protect the public. It works by pursuing statutory objectives: promoting market confidence, reducing systemic risk, increasing public awareness, protecting Gibraltar’s good reputation, protecting consumers, and reducing financial crime. Its goal is to be recognized as the model international financial services regulator and to use regulation to promote healthy markets and enhance Gibraltar’s standing.

Published on: 12 August 2026 Chief Minister Alfred Cannan MHK highlighted the Isle of Man's role in disrupting international criminal networks when he opened the flagship Countering Financial Crime Conference at the Villa Marina this morning, Wednesday 12 August 2026. Addressing an audience of more than 500 business professionals, regulators and law enforcement officers, he said the Island is committed to pursuing opportunities for economic growth while acting decisively to combat those who seek to exploit its financial systems. The Chief Minister said: 'Financial crime is becoming more sophisticated, more technologically advanced and more organised that ever before. Professional networks operate across borders, posing a significant threat to our national security and economic stability.' He added: 'It is vital for the Isle of Man to have a global perspective on emerging issues, particularly in such unpredictable times. We must prove that we are a strong link in the chain of responsible nations that seek to combat transnational financial crime. Working together we can protect our community and reputation, while laying the groundwork for future security and prosperity.' Today's conference provides an opportunity for attendees to hear from officers who are at the forefront of international efforts to counter financial crime.
