We seek a seasoned, strategic, and process-driven technology leader to join our global team at Code and Theory as Head of Technology Operations and Delivery, reporting directly to the Global Chief Technology Officer.
We require a leader with deep engineering expertise and a process-oriented mindset. This person must be capable of balancing hands-on technical decision-making, high-level strategy, and team building. As a senior leader, you will drive the operational efficiency of our technology delivery functions, lead a high-performing team, and advance our processes, tools, and capabilities to meet evolving business needs.
In this role, you will lead the intake, planning, and execution of technical projects across our organization, including the US, LATAM, and APAC (India and Philippines) teams. Your mission is to elevate our technology delivery capabilities to meet the unique demands of our expanding ventures, including our foray into federal government work.
You will work across technology teams, fostering collaboration across disciplines and with client engineering teams to ensure alignment with business and delivery goals. As a senior leader, you will drive operational efficiency, oversee a high-performing team, and contribute to the continuous evolution of our processes, tools, and capabilities.
WHAT YOU’LL DO:
- Lead the strategic direction for technology operations and delivery, ensuring alignment with business goals.
- Foster collaboration across multiple disciplines to support high-impact and high-visibility initiatives.
- Develop and implement strategies to enhance our delivery capabilities, especially in the federal government sector.
- Develop a growth plan for the technical delivery team to support our technology’s global scale and enterprise nature.
- Oversee hiring, budget forecasting, and management.
- Build and nurture a collaborative, high-performance culture.
- Ensure adequate resource allocation and capacity management to meet project demands.
- Optimize team utilization and balance workload across projects.
- Evaluate incoming projects and prioritize based on business impact and urgency.
- Determine resource needs to support efficient project kickoff and execution.
- Collaborate closely with our Global Teams, Head of Quality Engineering, Production, Product Management, and Resourcing.
- Ensure seamless project delivery, goal alignment, and clear communication across teams.
- Work closely with global engineering teams to ensure alignment with business and delivery objectives.
- Proactively identify potential risks and address project roadblocks.
- Implement robust mitigation strategies to maintain timelines and quality standards.
- Drive the adoption of industry best practices, emerging technologies, and process improvements.
- Enhance operational efficiency and delivery capabilities.
- Act as a primary point of contact for senior leaders.
- Present project updates, resource requirements, and performance metrics.
- Ensure alignment with organizational objectives.
- Leverage experience in delivering technology solutions to federal government clients.
- Ensure compliance with federal regulations and standards such as FedRAMP and FISMA.
- Navigate federal procurement processes and maintain relationships with government agencies.
WHAT YOU’LL NEED:
- Extensive experience in technology operations and delivery, including advanced certifications (e.g., PMP, Agile/Scrum).
- Master-level experience with Agile and other project management methodologies (SAFe, Lean Six Sigma, etc.).
- Proven track record of managing large-scale, complex projects with cross-functional dependencies.
- Deep engineering expertise with a solid process-driven mindset.
- Experience leading Agile teams and familiarity with Scrum, Kanban, or similar frameworks.
- Exceptional proficiency in tools like JIRA, Trello, Asana, or Identical for reporting and managing projects at scale.
- Deep technical knowledge and experience with technical design/architecture across a range of web technologies (React, Next.js, Vue), native technologies (Swift, Kotlin, React Native), MarTech tools (CMS, CRM, eCommerce, Experiments, Analytics), data products (Data Management, ETL, ELT, Storage, Operations), and familiarity with cloud platforms (AWS, GCP) and DevOps practices.
- Comprehensive understanding of federal government technology delivery requirements.
- Experience ensuring compliance with key federal regulations such as FedRAMP, FISMA, FAR, and NIST standards, addressing cybersecurity, procurement, privacy, accessibility, and supply chain requirements.
- Knowledge of government contracting and procurement processes.
- Advanced abilities in project triage, prioritization, and resource management.
- Ability to balance tactical execution with strategic planning.
- Strong problem-solving abilities to address technical challenges and improve processes.
- Exceptional skills in stakeholder management, with experience communicating project status and strategic initiatives to executive leaders.
- Strong communication skills for interacting with both technical and non-technical stakeholders.
- Expertise in team building, talent development, and fostering a collaborative, high-performance culture.
- Bachelor’s in Computer Science, Information Technology, Engineering, or a related field.

The target range of base compensation for this role is $230k-$300k. Actual compensation is influenced by a wide array of factors including but not limited to skill set, level of experience, and location.
