About the job

Requirements
  • Seven years of demonstrated experience supporting federal proposals in a dedicated capture, proposal, or solutioning role, including leadership or principal-author contributions on 25 or more proposals.
  • Working knowledge of the federal acquisition lifecycle, Federal Acquisition Regulation Section L and M analysis, and Shipley or equivalent capture and proposal frameworks.
  • Demonstrated ability to interpret evaluation criteria, develop win themes, manage compliance matrices, address color team review feedback, create staffing plans, and lead production through submission.
  • Expertise applying large language models and other artificial intelligence tools to proposal research, drafting, editing, compliance checking, and graphics ideation, including building prompt libraries, critically evaluating tool outputs, avoiding recognizable patterns in AI-generated draft text, and refining outputs by hand.
  • Practical command of context engineering for proposal writing, including assembling reference materials, win themes, settled solution detail, and evaluation criteria into prompts so a large language model produces accurate, properly voiced content.
  • Demonstrated capacity to draft full technical volumes when the Solution Lead has determined the solution.
  • Familiarity with federal health programs sufficient to converse credibly with health subject matter experts across all pursuit categories, ask appropriate clarifying questions, and represent the solution accurately in writing.
  • Extremely strong writing, editing, and visual thinking, with the ability to convert complex concepts into clear narrative and graphics under deadline pressure.
  • Capacity to support three to five concurrent pursuits at different stages of the lifecycle.
Responsibilities
  • Interpret Section L instructions and Section M evaluation criteria for each pursuit.
  • Advise the Solution Lead on Federal Acquisition Regulation and contract vehicle requirements, including VHA IHT 2.0, National Institutes of Health, and broader Department of Health and Human Services requirements.
  • Contribute win themes, discriminators, and methods for connecting the Solution Lead’s overall approach to the evaluation criteria.
  • Lead technical research gathering and draft the bulk of the technical volume in support of the Solution Lead’s vision.
  • Develop innovative health solutions with the Solution Lead that satisfy solicitation requirements and maximize value to the government customer.
  • Develop evaluator-aligned framing, compelling graphics, and compliance reviews.
  • Convert the Solution Lead’s sketches and concepts, including logic models, service delivery models, care pathways, journey maps, governance structures, and evaluation frameworks, into production-ready proposal visuals in collaboration with graphic designers.
  • Coordinate with the pricing team to produce the bid’s staffing level of effort.
  • Apply artificial intelligence context engineering to assemble reference materials, customer knowledge, competitive intelligence, past performance examples, win themes, settled solution detail, and evaluation criteria so large language models produce color-review-ready narrative.
  • Keep current with evolving artificial intelligence tooling and best practices.
Desired Qualifications
  • APMP certification at the Foundation, Practitioner, or Professional level.
  • Experience supporting Veterans Affairs proposals, particularly under VHA IHT 2.0 or predecessor task order vehicles.
  • Experience supporting National Institutes of Health or other Department of Health and Human Services proposals.
  • Background as a Shipley-trained technical writer, capture manager, or proposal manager.
  • Experience at a federal contractor, federal capture organization, or dedicated proposal-services firm such as Lohfeld, OST Global Solutions, or BPL.
  • Familiarity with proposal platforms including Loopio, GovDash, Responsive/RFPIO, and Qvidian, and current artificial intelligence tooling including Claude, ChatGPT, NotebookLM, and custom retrieval-augmented generation over proposal libraries.
  • Proposal graphic design experience using PowerPoint, Adobe Creative Suite, or Figma.
