  • Possession of a baccalaureate degree from an accredited college or university, preferably with major college coursework in management information systems, computer science, information technology, data processing operations, business administration, or a related field; additional qualifying experience may substitute for the degree for up to two years, and completion of the 1010 Information Systems Trainee Program may also substitute.
  • Six years of progressively responsible experience in Human Capital Management in a complex organization.
  • At least three of the six years of experience must include functional experience with PeopleSoft HCM or a comparable enterprise HCM system in at least two of the following areas: Core HR, Payroll, Benefits Administration, Pension Administration, or Integrations / Integration Broker.
  • At least three of the six years of experience must include supervision with responsibility for assigning work, managing priorities, resolving complex issues, and coordinating deliverables.

Responsibilities
  • Complete regulatory filings, including IRS 1095-C, CMS Part D Creditable Coverage, and CMS RxDC reporting.
  • Serve as the Department Information Security Officer, completing technology risk assessments, remediating findings, responding to cyber threats, and maintaining and testing the business continuity of operations plan.
  • Serve as Department Preparedness Coordinator, maintaining and providing training on the Facility Emergency Plan and Workplace Violence Prevention Plan.
  • Respond to public information requests and conduct eDiscovery related to legal or compliance matters.
  • Prepare and verify the accuracy and completeness of highly sensitive datasets before release.
  • Administer access and configuration of key applications.
  • Support time-critical benefits administration system modifications by drafting development requests, conducting testing, configuring applications, and providing post-implementation support.
  • Review and approve data releases to ensure compliance with HIPAA privacy and security requirements.
  • Ensure information security change-management processes are followed and review and approve migrations to production environments.
  • Plan, organize, direct, and control functional and technical work on the PeopleSoft HCM system involving Benefits Administration; manage the division's work, projects, initiatives, and ongoing operational support; and ensure production processes are completed accurately and on time.
  • Communicate with the Controller’s Office, senior management, the Executive Steering Committee, boards, commissions, and major stakeholders by providing regular reports; present business needs, system requirements, and recommendations for policy action or resolution; and provide reports as requested.
  • Oversee department technology and reporting strategy to streamline work processes, implement efficiencies, and make information transparent, understandable, and accessible.
  • Collaborate with technical experts to develop business goals aligned with departmental strategic goals and objectives; define and analyze functional and technical requirements for ongoing system architecture, infrastructure planning, and procurement in line with efficiency and best practices.
  • Collaborate with technical experts to maintain and test a current contingency plan for technologies and systems to prepare for and mitigate systems failure or disaster recovery.
  • Develop and implement procedures, controls, and policies for effective, secure systems operations that comply with city cybersecurity policy and practice and administrative, legal, and regulatory requirements.
  • Represent the Department and promote its interests to inter-agency committees and working groups.
  • Oversee department IT procurement.
  • Perform other duties as required.
Desired Qualifications
  • PeopleSoft Benefits Administration experience is highly desirable and will distinguish candidates in the selection process.
  • Experience with PeopleSoft Benefits Administration, Core HR, Payroll, Pension Administration, Employee Self Service, and/or Integration Broker is preferred.
  • PeopleSoft functional expertise to diagnose, configure, test, and explain complex HCM issues, and understand how employee and benefits data flows across Benefits Administration, Core HR, Payroll, Pension Administration, and external benefit vendors and interfaces.
  • Experience overseeing benefits-related integrations, vendor interfaces, data reconciliation, testing, and production issue resolution is highly desirable.
  • One year of Emergency Preparedness, Response, and/or Recovery experience in HCM systems or Payroll Operations.
  • Project Management Certification or demonstrated experience in project management.
  • Demonstrated analytical, planning, and organizational skills and abilities.
  • Experience interacting with internal and external governmental personnel and outside vendors and contractors.
  • Experience with hiring and managing staff at the IT project manager and analyst levels.
  • Experience setting performance standards, creating policies and procedures, and managing the work environment for professional-level staff.
  • Knowledge of human resources, benefits administration, and payroll principles, processes, and practices, and knowledge of modern organization and performance management methods.
  • Experience analyzing and solving complex systems problems and identifying and recommending appropriate solutions.
  • Ability to interact skillfully and tactfully with government officials, customers, employees, and the general public.
  • Ability to demonstrate organizational leadership and management.
  • Ability to plan, organize, and direct the work of a diverse group of professional subordinates.
