Requirements
  • A two-year degree or expected completion within one year, or better, and five years of hospital pharmacy experience.
  • Two years of pharmacy purchasing and inventory management experience or related experience.
  • Working knowledge of the 340B Drug Pricing Program and contract pharmacy operations.
  • Familiarity with 340B split-billing software and configurations.
  • Registered Pharmacy Technician (PHRMTECH-R) certification is required at hire.
  • Integrative Agitation Management (IAMTAC) certification is required within 30 days of hire.
  • Ability to use Microsoft Office products, including Excel, Word, and Outlook.
  • Critical-thinking ability for analysis of the 340B program.
  • Ability to analyze, understand, and use statistical and financial report data to identify issues, trends, or exceptions, drive improvement, and find solutions.
  • Leadership ability to implement changes throughout the organization and improve the 340B program.
  • Strong organizational skills and ability to work independently and prioritize multiple projects and objectives in a rapidly changing environment.

  • Required measles, mumps, varicella, and annual influenza immunizations as a condition of employment and annually thereafter.
Responsibilities
  • Respond to requests regarding 340B activities.
  • Collaborate with 340B contract pharmacy vendors and pharmacy wholesalers to support the contract pharmacy network.
  • Serve as liaison for 340B software vendors and wholesale distributors to manage and oversee compliance with contractual terms and conditions.
  • Support installation and continuous utilization of vendor software.
  • Provide problem resolution and follow-up with vendors and wholesalers.
  • Maintain collaborative relationships with contract pharmacies and resolve or communicate issues in a timely manner.
  • Serve as the primary link among wholesale distributors, contract pharmacies, manufacturers, legal counsel, the prime vendor program, supply chain, 340B Health, the split-billing software vendor, HRSA/OPA, pharmacy leadership, and other stakeholders.
  • Coordinate 340B needs with the buyer and Pharmacy IT.
  • Provide pharmacy staffing when required.
  • Plan and organize development and implementation of the 340B program and contract pharmacy network.
  • Evaluate pharmacies for inclusion in the contract pharmacy network and establish contractual relationships with pharmacies.
  • Develop program marketing for contract pharmacies of interest.
  • Maximize operational efficiency of the contract pharmacy network.
  • Perform periodic site visits at contract pharmacies when appropriate.
  • Review and provide recommendations to pharmacy leadership on pharmacy contracting and other 340B opportunities and strategies, assessing financial, clinical, and operational impact.
  • Maintain split-billing software mapping and help ensure 340B drug purchases maximize pharmaceutical cost savings.
  • Work with Revenue Integrity to investigate, correct, and modify billing National Drug Code discrepancies and pricing issues.
  • Review 340B contract pharmacy pharmaceutical invoices before final approval by the Director of Pharmacy and prepare invoices for Retail Pharmacy amounts due.
  • Compute monthly 340B savings reports from the drug wholesaler, review amounts due from Retail Pharmacy, and follow up on discrepancies or past-due amounts.
  • Assist the Pharmacy Buyer and Pharmacist with group purchasing organization, wholesale acquisition cost, and 340B purchase determinations, invoices, and purchasing and financial reports.
  • Review policies and procedures for effectiveness and compliance with state and federal regulations governing 340B program management and contract pharmacy operations.
  • Design processes to reconcile issues with drug ordering, delivery, and payment.
  • Stay informed about changes in policies and procedures, 340B legislation, articles, white papers, and document briefs affecting program structure.
  • Maintain appropriate safeguards and 340B integrity.
  • Develop and monitor standard operating procedures for the 340B program and contract pharmacies.
  • Work with contract pharmacies to develop standard operating procedures for multiple contract pharmacy processes.
  • Provide periodic reports to the Director of Compliance and Ethics on 340B adherence, audit results, effectiveness, and regulatory updates.
  • Report program savings on a recurring basis.
  • Assess cost-saving and business-improvement opportunities in 340B contract pharmacy utilization and prepare supporting statements.
  • Collaborate with departments, sites, and staff representatives to communicate improvements and promote participation in 340B activities.
  • Lead and facilitate priority 340B projects through completion.
  • Provide ongoing training, education, and communication for the 340B program.
  • Assist the Pharmacy Director and Chief Financial Officer with HRSA and manufacturer audits.
  • Collaborate with information technology and decision-support resources to identify information and data needs supporting 340B activities.
  • Perform continuous quality-assurance audits of the organization’s 340B program, including contract pharmacy operations, financial transactions, and patient and provider qualifications.
  • Evaluate program oversight and OPA database accuracy for eligible sites.
  • Review 340B purchase history to verify that drugs purchased on 340B accounts are accurately used for outpatient care.
  • Evaluate 340B inventory replenishment to confirm accumulation, reduction, and reconciliation are occurring as expected.
  • Prepare audit findings, reports, graphs, and charts from data analysis and present them to work-group committees regularly.
  • Prepare conclusions and predictions and develop research-based recommendations to track and manage the program, improve operations, and ensure compliance.
  • Monitor changes made in response to recommendations, evaluate success, and suggest further improvements based on results.
